The Civil Peace Service (CPS) is a vital program dedicated to violence prevention and peacebuilding in regions affected by crisis and conflict. In Kenya, the CPS program is instrumental in transforming violent conflicts that arise from social inequalities. By supporting civil society and governmental partner organizations, CPS aims to strengthen civil conflict transformation through various mechanisms such as alternative dispute resolution, dialogue structures, and psychosocial support services.
Additionally, CPS has been working within the special initiative “Displaced Persons and Host Communities” since 2014. This initiative focuses on reconciling internally displaced persons (IDPs) with host communities, fostering cooperation, and raising legal awareness and advocacy.
Responsibilities
1. Project Monitoring and Evaluation
As a CPS Advisor, your primary responsibility will be overseeing the comprehensive monitoring and evaluation of CPS projects. This entails:
- Developing Monitoring Frameworks: Design and implement robust monitoring frameworks that align with CPS and GIZ guidelines. These frameworks should be tailored to track the progress of peacebuilding initiatives and ensure they meet set objectives.
- Data Collection and Analysis: Regularly collect qualitative and quantitative data from various project activities. Analyze this data to assess the effectiveness of interventions and identify areas for improvement.
- Reporting: Prepare detailed reports on project performance, highlighting key findings, lessons learned, and recommendations for future actions. These reports will be shared with stakeholders, including GIZ headquarters and funding bodies such as the Federal Ministry for Economic Cooperation and Development (BMZ).
- Feedback Mechanisms: Establish and maintain feedback mechanisms to ensure continuous learning and adaptation. Engage with project beneficiaries, local partners, and other stakeholders to gather their input and incorporate it into project planning and implementation.
2. Knowledge Management
Effective knowledge management is crucial for the success of CPS programs. Your responsibilities in this area include:
- Documentation: Ensure that all project activities, outcomes, and lessons learned are thoroughly documented. This includes maintaining comprehensive records of meetings, workshops, training sessions, and other relevant events.
- Knowledge Sharing: Facilitate the sharing of knowledge and best practices within the CPS program and among partner organizations. Organize knowledge-sharing events, such as workshops, webinars, and conferences, to disseminate important information.
- Resource Development: Develop and manage a repository of resources, including training materials, case studies, and research reports. Make these resources accessible to all stakeholders involved in the CPS program.
- Innovation: Promote the use of innovative tools and technologies for knowledge management. This could involve leveraging digital platforms, social media, and other online resources to enhance information sharing and collaboration.
3. Capacity Building
Building the capacity of local partners and the CPS team is essential for achieving sustainable peacebuilding outcomes. Your tasks will include:
- Training and Workshops: Organize and conduct training sessions and workshops on various aspects of planning, monitoring, and evaluation. These sessions should be designed to enhance the skills and knowledge of local partners and CPS staff.
- Mentorship: Provide ongoing mentorship and support to local partners. This includes offering guidance on developing PME strategies, implementing conflict transformation initiatives, and managing knowledge effectively.
- System Development: Work with local partners to develop and implement a comprehensive PME system that suits their specific needs and contexts. Ensure that this system is aligned with CPS and GIZ standards.
- Technical Assistance: Offer technical assistance to partners on a needs basis. This could involve helping them to design and implement conflict-sensitive plans, manage project documentation, and prepare reports for BMZ and other stakeholders.
4. Support to Partner Organizations
Supporting partner organizations is a critical component of your role. This involves:
- Consultation: Regularly consult with partner organizations to understand their needs, challenges, and priorities. Use this information to tailor your support and ensure it is relevant and effective.
- Strategic Planning: Assist partners in developing strategic plans that align with CPS objectives and address the root causes of conflict in their communities. This includes helping them to identify and prioritize key activities and interventions.
- Conflict Transformation: Guide partners in the implementation of conflict transformation strategies. This includes providing advice on the use of alternative dispute resolution mechanisms, establishing dialogue structures, and offering psychosocial support services.
- Evaluation and Improvement: Collaborate with partners to evaluate the effectiveness of their interventions. Use the findings from these evaluations to identify areas for improvement and develop action plans to address them.
5. Documentation and Reporting
Accurate and timely documentation and reporting are essential for the success of CPS projects. Your responsibilities include:
- Project Documentation: Maintain detailed records of all project activities, including meeting minutes, training materials, and progress reports. Ensure that this documentation is stored securely and is easily accessible.
- Compliance: Ensure that all project documentation complies with GIZ and CPS guidelines. This includes adhering to data protection regulations and maintaining the confidentiality of sensitive information.
- Communication: Keep the CPS management team informed about project progress and any challenges that arise. This includes providing regular updates and participating in meetings and discussions as required.
- Query Response: Assist the CPS management team in responding to queries about the project from stakeholders, including donors, partners, and community members. Provide accurate and timely information to address their concerns and inquiries.
6. Proposal and Report Preparation
Preparing high-quality proposals and reports is a key part of your role. This involves:
- Proposal Development: Work with local partners to develop proposals for new projects and initiatives. Ensure that these proposals align with CPS objectives and meet the requirements of BMZ and other funding bodies.
- Report Writing: Prepare detailed reports on project activities and outcomes. These reports should highlight key achievements, challenges, and lessons learned, and provide recommendations for future actions.
- Review and Compliance: Review partner proposals and reports to ensure they comply with BMZ guidelines and CPS standards. Provide feedback and support to help partners improve the quality of their submissions.
- Coordination: Coordinate with the CPS management team and other stakeholders to ensure that proposals and reports are submitted on time and meet all necessary requirements.
7. Review and Compliance
Ensuring compliance with guidelines and standards is critical for the success of CPS projects. Your responsibilities include:
- Guideline Adherence: Ensure that all project activities and documentation adhere to the guidelines set by BMZ and CPS. This includes compliance with financial regulations, data protection laws, and other relevant standards.
- Quality Assurance: Implement quality assurance processes to ensure that all project activities are carried out to a high standard. This includes regular monitoring and evaluation, as well as periodic audits and reviews.
- Risk Management: Identify and manage risks associated with project activities. Develop and implement risk mitigation strategies to minimize potential negative impacts.
- Stakeholder Engagement: Engage with stakeholders, including donors, partners, and community members, to ensure their needs and expectations are met. This includes providing regular updates and responding to their queries and concerns.
8. Best Practices Integration
Integrating best practices into CPS projects is essential for achieving sustainable peacebuilding outcomes. Your tasks include:
- Do No Harm: Ensure that all project activities adhere to the principle of “Do No Harm.” This involves assessing the potential impacts of interventions and taking steps to mitigate any negative effects.
- Human Rights: Integrate human rights considerations into all aspects of project planning and implementation. This includes ensuring that interventions are designed and carried out in a way that respects and promotes the rights of all individuals.
- Gender Equality: Promote gender equality in all project activities. This involves ensuring that interventions are designed to address the specific needs and challenges faced by women and men, and that they contribute to the empowerment of women and girls.
- Sustainability: Ensure that all project activities are designed and implemented in a way that promotes long-term sustainability. This includes considering the environmental, social, and economic impacts of interventions.
9. Conflict Transformation Methods
Enhancing the capacity of CPS programs and partners through knowledge transfer of conflict transformation methods and best practices is a critical part of your role. This includes:
- Training: Organize and conduct training sessions on conflict transformation methods and best practices. These sessions should be tailored to the specific needs of local partners and the CPS team.
- Workshops: Facilitate workshops and other learning events to share knowledge and experiences related to conflict transformation. These events should provide opportunities for participants to learn from each other and to develop their skills and knowledge.
- Resource Development: Develop and manage resources related to conflict transformation methods and best practices. This includes creating training materials, case studies, and research reports that can be used by CPS staff and partners.
- Knowledge Sharing: Promote the sharing of knowledge and experiences related to conflict transformation. This includes facilitating online forums, social media groups, and other platforms where CPS staff and partners can share their insights and learn from each other.

Candidate Profile
To succeed in this role, you should have:
- Educational Background: Degree in social sciences, peace and conflict management, or related disciplines. Training in PME is advantageous.
- Professional Experience: Extensive experience in the peacebuilding and/or development sector, preferably with international exposure.
- PME Expertise: Demonstrated experience in PME, especially in the peacebuilding sector. Familiarity with GIZ rules, regulations, and CPS PME Guide is beneficial.
- Development Policy Knowledge: Strong understanding of German development policy and instruments, as well as the civil society sector.
- Analytical Skills: Excellent analytical skills and a solution-oriented mindset.
- Conflict Sensitivity: High level of conflict sensitivity and the ability to work independently and as part of a team.
- Intercultural Sensitivity: High level of intercultural sensitivity, flexibility, and frustration tolerance.
- Language Skills: Business fluency in English. Knowledge of German is an asset, and a willingness to learn Kiswahili is preferred.
Location Information
Nairobi, the capital city of Kenya, is a vibrant and dynamic urban center with a diverse cultural landscape. However, it is important to note that the security situation can be tense, and GIZ has tailored security risk mitigation measures in place for staff. Adherence to security protocols is mandatory. The city also experiences high particulate pollution levels, significantly exceeding European acceptable limits.
