The United Nations Joint Staff Pension Fund (UNJSPF) was established in 1949 by the United Nations General Assembly to provide retirement, death, disability, and related benefits for staff of the United Nations and other member organizations. The UNJSPF-Pension Administration (UNJSPF-PA) comprises approximately 250 staff from diverse backgrounds, based across four prominent duty stations: New York, Geneva, Bangkok, and Nairobi. This position is located in the Client Services Section of the Pension Administration of the UNJSPF based in New York. The Change and Project Management Officer reports to the Chief of Section.

Responsibilities

Within delegated authority, the Change and Project Management Officer will be responsible for the following duties:

  • Programme/Project Development and Implementation:
    • Participate in the development, implementation, and evaluation of assigned programmes/projects.
    • Monitor and analyze programme/project development and implementation.
    • Review relevant documents and reports, identify problems and issues, and propose corrective actions.
    • Liaise with relevant parties and track follow-up actions.
  • Consulting Assignments:
    • Plan and facilitate workshops and other interactive sessions.
    • Assist in developing action plans for clients to manage change.
  • Research and Analysis:
    • Gather and present information from diverse sources.
    • Assist in policy development, including the review and analysis of issues and trends.
    • Conduct evaluations and other research activities and studies.
  • Survey Initiatives:
    • Design data collection tools, review, analyze and interpret responses.
    • Track project updates and milestones, identify problems/issues, and prepare conclusions.
  • Written Outputs:
    • Prepare draft background papers, analysis, sections of reports and studies, and inputs to publications.
    • Document lessons learned and develop procedures.
  • Substantive Support:
    • Support consultative and other meetings, conferences, etc.
    • Propose agenda topics, identify participants, and prepare documents and presentations.
  • Outreach Activities:
    • Conduct training workshops, seminars, and make presentations on assigned topics/activities.
  • Budget and Funding Coordination:
    • Coordinate activities related to budget and funding.
    • Prepare related documents/reports (pledging, work programme, programme budget, etc.).
  • Data Analysis:
    • Collect and analyze data to identify trends or patterns.
    • Provide insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting.
  • Frequent Interaction:
    • Interact frequently with counterparts, senior officers, and technical staff in relevant units.

Education

  • Advanced University Degree:
    • Master’s degree or equivalent in business administration, management, economics, or a related field.
    • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in project or programme management, administration, or a related area.
  • Knowledge of data analytics and business analytics is desirable.
  • Project Management certification (PRINCE2/PMP) is desirable.
  • Two (2) years’ experience in an international organization in a client services environment is desirable.
  • Two (2) years or more of experience in data analytics or a related area is desirable.

Languages

  • Fluency in English is required.
  • Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise, which may be followed by a competency-based interview.

  • The fixed-term appointment will be for one year, with the possibility of extension subject to availability of funding.
