About the Role
The Programme Management Officer (PMO) will ensure overall efficiency and effectiveness of programme management processes in countries using a results-based management (RBM) approach to planning, budgeting, implementation, monitoring, and evaluation. The incumbent will coordinate the creation, implementation, and development of the WHO operational plan, outlining activities and resources required for WHO to perform its role as the lead technical agency in health.
The PMO will facilitate the effective implementation of WHO collaborative programmes by delivering strategic and results-based operational planning, programme budgeting, resource distribution, technical monitoring, evaluation, and reporting functions while ensuring adherence to organizational guidelines and standards.
Organizational Context
Under the direct supervision of the Head of WHOβs Country Office and the overall guidance of the Director Programme Management (DPM), the incumbent will coordinate the Country Office planning, budget management, monitoring, and evaluation processes. The incumbent will work closely with the Country Office team and technical leads to coordinate strategic and operational planning, ensuring planning is based on accurate data and clearly defined expected results.
Key Responsibilities
1. Support Technical Dialogue:
- Promote technical dialogue between the WHO country office and regional office during strategic and operational planning, including the country cooperation strategy.
- Provide support to the head of the WHO country office and senior staff on the implementation of the one-planning and monitoring approach anchored in the country cooperation agreement.
2. Coordinate Results-Based Management:
- Manage overall results-based management of the country office, including grants management, budget, work planning, and resource allocation.
- Collaborate with resource mobilization focal points on mobilization activities.
- Ensure the appropriate use of funds to achieve results, particularly thematic funding and specified voluntary contributions (VCS).
3. Administer Programme Monitoring and Reporting:
- Administer planning, inclusion of critical programme performance measures, monitoring, analysis, and reporting of programme initiatives.
- Prepare elements for briefings, proposals, reports, communications, and advocacy documents for strategic decision-making.
4. Organize Programme Management Activities:
- Organize programme management meetings, capacity-building programmes, and relevant activities.
- Implement follow-up actions with relevant stakeholders.
- Administer flexible and creative solutions to deficiencies in WHO country office management processes.
5. Support Capacity Building:
- Administer the capacity-building programme or initiatives for all results-based management processes and tools.
- Promote integrated approaches and cross-programme collaboration.
6. Apply WHO Emergency Response Framework:
- Apply the WHO Emergency Response Framework (ERF) to analyze and document WHO performance.
- Implement remedial programme management actions for effective emergency response and health interventions.
Qualifications and Requirements
Education:
- Essential: A university degree (bachelorβs) in a relevant field (such as public health, public administration, management, administration).
- Desirable: An advanced university degree (masterβs level or above) in public health, public administration, management, administration, or related field.

Experience:
- Essential: A minimum of five years of work experience in programme or project management services in public-sector, international development, or public health programmes.
- Desirable: Experience in programme management, WHO processes, and policies. International level experience is advantageous.

Remuneration:
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration includes an annual base salary starting at USD 64,121, a variable post adjustment, annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
