Duties and Responsibilities
United Nations personnel in the field are exposed to various health and security risks that can lead to illness, psychological trauma, and fatal injuries. The United Nations Clinic Medical Specialist, a specialist in primary health and emergency medical services, mitigates these risks by providing life-saving services and promoting rapid recovery.
The Medical Specialist works under the overall supervision of the Health Manager of the United Nations Clinic for technical tasks and under the full supervision of the Resident Coordinator of the United Nations System for administrative tasks. The Doctor is part of a medical team working under the authority of the Health Manager of the United Nations Clinic in Yaoundé and shares tasks with fellow doctors. The United Nations Clinic is under the overall supervision of the United Nations Resident Coordinator for administrative matters and the Medical Director at Headquarters for technical matters.
The primary role of the United Nations Clinic is to provide high-quality healthcare to staff and their dependents. The Medical Specialist will also deputize for the head physician in managing the clinic medically and administratively in the event of their absence.
Key Duties and Accountabilities
Clinical Duties:
- Attend the United Nations Clinic on a full-time basis.
- Respond to acute emergencies following international protocols such as advanced trauma life support and advanced cardiac life support.
- Perform triage and primary stabilization.
- Undertake day-to-day clinical duties, including walk-in clinic, pre-placement, periodic medical examinations, and immunizations.
- Provide health education.
- Address work environment and occupational health issues.
- Undertake medical examinations for UNDP and UN Agencies’ international and local staff and dependents.
- Diagnose and recommend treatment for all staff visiting the Clinic daily.
- Be on call during and outside office hours to observe and treat emergencies in the UN Clinic. Undertake house calls when required.
- Responsible for entry and periodic medical examinations for United Nations staff members who choose to use the UN Clinic.
Medical Administrative Duties:
- Liaise with other clinics, local medical facilities, and medical facilities abroad to coordinate medical evacuations.
- Follow United Nations established policies and procedures regarding medical clearances, sick leave, and medical evacuations.
- Recommend and facilitate medical evacuations for UN staff and their dependents.
- Handle all paperwork and reporting procedures for medical evacuations following UN Rules and procedures.
- Ensure proper follow-up on all cases.
- Apply terms of reference in UNDP POPP for rules and regulations regarding UN Clinic operations.
- Establish good relations with reliable hospitals, private medical facilities, blood banks, and local physicians.
- Maintain contact with United Nations Designated Examining Physicians to facilitate their availability as required.
- Ensure that medical records are kept in a strictly confidential manner.
- Maintain emergency medical supplies and equipment.
- Replenish first aid kits and other essential medical supplies at duty stations.
- Recommend procurement of vaccines, medical supplies, and equipment, ensuring inventory is kept.
- Prepare and send periodic reports of clinic functions, visits, medical evacuations, and treatments.
- Advise on health precautionary steps to be undertaken at the duty station.
Supervisory Administration:
- Deputize for the head physician in managing the clinic medically and administratively in their absence.
- Supervise and distribute work to nurses and other clinic staff.
- Manage day-to-day mission medical support operations, ensuring the availability of supplies and proper functioning of medical equipment.
- Implement training programs to maintain and develop medical capabilities, such as health education, HIV/AIDS prevention, first aid, and CPR.
- Regularly report on clinic activities, local medical facilities, and other statistical information.
- Supervise and distribute work to the clinic’s nurse(s) and staff.
Other Duties:
- Perform other duties within the functional profile as necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
- Doctoral degree or Advanced University Degree in Medicine from an accredited university.
- Current license to practice medicine in the home country.
- Postgraduate degree in the field of medicine, preferably in Family Practice or Internal Medicine.
- Formal training and certification in CPR, preferably in BCLS and ACLS or equivalent emergency medical care.
Experience:
- Minimum of 5 years of continuous and practical experience in general medicine, with at least 2 years in occupational health medicine and/or travel medicine activities.
- Experience in tropical medicine in developing countries or conflict areas is highly desirable.
- Experience using computer tools and UN medical platforms (Earthmed, Word, Excel, PowerPoint).
- Previous experience in the UN medical system or international medical experience is desirable.
- Experience with UN MedEvac processes is an advantage.
- At least 2 years of experience as a health facility manager is an advantage.
Other Requirements:
- Valid certification in Advanced Trauma Life Support (ATLS), Advanced Cardiac Life Support (ACLS), or Prehospital Trauma Life Support (PHTLS).
- Fluency in French is required.
- Knowledge of local languages is required.
- Knowledge of another UN language (English) is highly desirable.
