Office/Unit/Project Description
The Health Programme at UNDP Mozambique collaborates closely with the Government of Mozambique, particularly through the Ministry of Health (MoH). Our Health Portfolio initiatives are designed to align with UNDP’s mission to alleviate poverty by enhancing healthcare access across the nation. We provide support to various government institutions, including the Central Medical Stores (CMAM), National Health Institute (INS), and the Department of Infrastructure and Hospital Equipment (DIEH). Currently, we have a presence in all provinces, and we are now seeking a representative in Pemba to further our mission.

Key Contributions of the Health Programme:
- Strengthening the Health Product Supply Chain:
- We aim to improve the supply chain of health products to ensure timely and efficient delivery of medical supplies across Mozambique.
- Our initiatives include the construction and rehabilitation of medical warehouses that are well-equipped and licensed to meet the highest standards of medical storage and distribution.
- Enhancing Laboratory Capacity:
- We work towards enhancing the laboratory capacity for decentralized testing across all provinces, which helps increase diagnostic efficiency at the sub-national level.
- This ensures that citizens have timely access to quality diagnostic services, which is crucial for effective treatment and care.
- Establishing Regional Centers:
- We support the establishment of Regional Centers to enhance the country’s capability for research and data readiness.
- These centers play a pivotal role in developing evidence-based preparedness plans for epidemics and pandemics, including COVID-19, enabling an efficient response to public health emergencies.
- New Construction of Hospitalization Centers:
- In the capital city of Maputo, we are constructing new hospitalization centers aimed at providing sustainable investment in healthcare infrastructure.
- These centers are designed to become reference centers for the hospitalization of patients with infectious diseases requiring isolation.
- Strengthening Community Health Systems:
- Our tailored interventions focus on strengthening community health systems to increase access to quality services of prevention, treatment, and care, especially in remote areas affected by natural and man-made disasters.
- We have already handed over three sites to the Government, with ten new locations awaiting the establishment of key infrastructure to ensure effective public services under the principle of “Leave No One Behind” (LNOB), the central promise of the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs).
Scope of Work
Objectives of the Assignment:
The Civil Engineer will play a crucial role in ensuring the quality development of civil works projects. This includes the preparation of Bill of Quantity, drawings, and bidding documents for the tender process. The engineer will also support the evaluation process as a member of the technical panel, conduct field visits for feasibility assessments and progress monitoring, and report accurately on the progress of projects.
Key Functions:
- Conducting Field Assessments:
- Conduct field visits to various potential locations that require specific technical assistance.
- Based on the assessments, recommend the best solutions for project implementation and contracts management to mitigate any deviations and ensure timely delivery.
- Prepare and review budget estimates based on the recommended solutions.
- Prepare and review Terms of References for the detailed design of reconstruction and rehabilitation of structures where needed.
- Coordinate and oversee the construction and rehabilitation works, ensuring adherence to project timelines and quality standards.
- Developing Technical Design and Quality Assurance:
- Provide oversight of the rehabilitation and construction work done by contractors, including the quality and quantity of materials, construction techniques, and works finishing.
- Certify that repairs and rebuilding are done in accordance with national Building Codes and Public Building Guidelines to promote resilience.
- Review and refine technical documentation and specifications, including Bill of Quantities (BoQ), cost estimates, technical descriptions, and design drawings.
- Ensure that all technical documentation on rehabilitation and construction sites complies with relevant national laws and standards for building back better.
