The Intergovernmental Support Section in PPID is responsible for leading UN Womenβs strategic engagement with intergovernmental bodies to ensure comprehensive and dynamic global norms, policies, and standards on gender equality and the empowerment of all women and girls. This section manages and coordinates substantive engagement with intergovernmental bodies and drives the integration of normative frameworks into UN Womenβs operational and UN system coordination functions.
Job Description:
Under the guidance and supervision of the Chief of the Intergovernmental Support Section, the Administrative Finance Assistant provides support by performing various financial and administrative tasks. This role ensures the efficient and transparent use of financial resources and the timely delivery of services in accordance with organizational financial rules, regulations, policies, procedures, and approved allocations.
Key Functions and Accountabilities:
- Financial Management Support:
- Review and verify financial transactions, activities, and documentation; propose corrective actions as needed.
- Create projects and budgets in Quantum and RMS, prepare budget revisions, year-end rephasals, and mandatory revisions.
- Monitor budgets to ensure spending is on track and in line with planned budgets and procurement policies; support resource reallocation as needed.
- Regularly monitor transactions to ensure actual expenditures are recorded against the correct budget category; take timely corrective actions.
- Process GLJEs for adjustments of transactions and ensure completion with the Finance section.
- Review and verify financial transactions, including vendor payments.
- Maintain an internal expenditures control system and create requisitions and register goods receipts in Quantum.
- Programme Support:
- Monitor and follow up on all financial items in Month-end and Year-end closure instructions, taking corrective actions as required.
- Assist in the entry of Annual Work Plans in the Results Management System (RMS).
- Support the preparation of budgets and track the delivery of funds.
- Process payments for consultants and prepare travel requests, expense checklists, and expense reports for the IGS team.
- Liaise with PPID, the UN Women Procurement team, AMEX, and the UNDP Visa Desk on all travel and visa needs for the IGS team.
- Provide the Chief of Section with up-to-date information on expenditures and delivery rates.
- Administrative Support:
- Assist and guide programme staff with procurement, administrative, and human resources issues.
- Support procurement planning and implementation for timely and efficient programme delivery under organizational rules, regulations, and procedures.
- Support implementation of HR services in compliance with HR rules, regulations, policies, and strategies.
- Submit and follow up on Global Service Tracker requests as needed.
- Backstop Administrative Assistant tasks.

Education and Certification:

- A Bachelorβs degree in Finance or Accounting is an asset.
- Specialized national or international certification in accounting and finance is an asset.
- Successful completion of the UN Women Accounting and Finance Test is required as part of the selection process.
Experience:
- At least 5 years of progressively responsible experience in administrative and financial management/support.
- Experience using computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages.
- Experience handling web-based management systems is required.
- Experience with modern ERP systems, preferably Oracle Cloud, is required.
- Experience in supporting a team is desirable.
Languages:
- Fluency in English is required.
- Knowledge of another official UN language (French, Arabic, Chinese, Russian, or Spanish) is desirable.
Additional Information:
GS fixed-term appointment (FTA) positions located in New York are open to candidates who are either US Permanent Residents, US Citizens, or holders of a valid G4 visa at the time of their application, whose G4 visa has been acquired on account of their employment in the UN Systems based in New York.
