Introduction:
The United States Agency for International Development (USAID) plays a crucial role in providing humanitarian assistance and promoting sustainable development worldwide. As part of its commitment to improving the global humanitarian response system, USAID is seeking a qualified individual to join as a Humanitarian Assistance Officer. This position offers a unique opportunity to lead the Global Capacity Management Team and contribute to the enhancement of capacity building and leadership development efforts for humanitarian actors globally.
Responsibilities:
Lead the Global Capacity Management Team: The Humanitarian Assistance Officer will serve as the team lead, overseeing all aspects of capacity building and sharing within the humanitarian response system. This includes developing strategies, plans, and program guidance for Agency-wide application.
Partnership Building: The officer will build and strengthen partnerships with internal USG stakeholders and external actors engaged in capacity building and leadership development for humanitarian assistance.
Advisory Role: The officer will advise BHA, Agency leadership, and various internal U.S. Government and external stakeholders on effective approaches to humanitarian assistance, based on expertise in capacity building and leadership development.
Technical Liaison: The officer will serve as a technical liaison, coordinating efforts and ensuring alignment with USAID programs, policies, and approaches to humanitarian assistance.
Diversity, Equity, Inclusion, and Accessibility (DEIA) Efforts: The officer will participate in Agency- and Bureau-led DEIA efforts, playing a leading role in integrating these principles into capacity building and leadership development initiatives.
Team Management: The officer will manage the Global Capacity Management Team, including workload distribution and oversight on related activities, to ensure the timely accomplishment of assigned tasks.
Award Management: The officer will become certified and serve as an Agreement Officerโs Representative/Contracting Officerโs Representative (AOR/COR), providing expert oversight on award management functions related to capacity building and leadership development.
Response Management Teams (RMTs): The officer will sign-up for and serve as needed multiple times throughout the year on Washington-based RMTs, which provide services and support to Disaster Assistance Response Teams (DARTs) deployed in response to disasters.
Qualifications:
Must be a U.S. citizen.
Must have one year of specialized experience equivalent to the next lower grade level, FSL-03 or GS-13, of this position.
Overseas experience working on rapid response, political complex crises assistance programs, is preferred.
Candidates must be able to obtain and maintain the security clearance level associated with the position for which they have been selected.
