Overview

The United States Agency for International Development (USAID) is seeking a dedicated and skilled Human Resources (HR) Assistant to join our Executive Office/Human Resources Division (EXO/HRD) in the Philippines. This position is crucial to supporting one of the largest portfolios in USAID’s Asia Bureau, encompassing a wide range of administrative and personnel functions.


Key Responsibilities

The Human Resources Assistant will play a pivotal role in the efficient operation of USAID Philippines and its client Operating Units. The main responsibilities include:

  • Performance Management: Overseeing performance management systems for local staff, ensuring that evaluations are conducted fairly and on time.
  • Training and Professional Development: Coordinating training programs and professional development initiatives to enhance the skills and capabilities of staff.
  • Awards and Recognition: Managing the awards program to recognize outstanding performance and contributions by staff.
  • Technical Guidance: Providing expert advice on HR policies, procedures, and best practices to staff and management.
  • Administrative Duties: Performing a variety of administrative tasks related to HR management, including record-keeping, documentation, and compliance with USAID regulations.

Detailed Responsibilities

Performance Management

  • Evaluation Coordination: Ensure timely completion of performance evaluations for all local staff. Assist supervisors and managers in preparing performance evaluation documents.
  • Performance Improvement Plans: Develop and implement performance improvement plans for staff who require additional support to meet job expectations.
  • Feedback Systems: Establish and maintain systems for regular feedback and performance discussions between supervisors and their teams.

Training and Professional Development

  • Training Needs Assessment: Conduct assessments to identify training needs across the mission. Design and implement training programs to address these needs.
  • Professional Development Plans: Assist staff in developing individual professional development plans that align with their career goals and the mission’s objectives.
  • Resource Allocation: Manage budgets and resources allocated for training and professional development activities.

Awards and Recognition

  • Awards Program Management: Administer the mission’s awards program, including the preparation of nomination materials, organizing award ceremonies, and distributing awards.
  • Recognition Strategies: Develop new strategies for recognizing and rewarding employee achievements and contributions.
  • Communication: Communicate award program details and criteria to all staff, ensuring transparency and encouraging participation.

Technical Guidance

  • Policy Interpretation: Provide interpretations of HR policies and procedures to staff and management. Ensure compliance with USAID regulations and local labor laws.
  • Problem Solving: Address HR-related issues and challenges, providing solutions that align with the mission’s objectives and regulatory requirements.
  • Best Practices: Stay updated on HR best practices and integrate them into the mission’s HR processes.

Administrative Duties

  • Record-Keeping: Maintain accurate and up-to-date personnel records, including performance evaluations, training records, and award documentation.
  • Documentation: Prepare and manage HR documentation, including job descriptions, employment contracts, and HR reports.
  • Compliance: Ensure that all HR activities comply with USAID policies, local labor laws, and other relevant regulations.

Required Qualifications

  • Education: Completion of secondary school is required. Additional training or certification in Human Resources Management or a related field is preferred.
  • Experience: A minimum of five years of progressively responsible experience in human resources management, administrative services, or a closely related field.
  • Skills and Abilities: Strong organizational skills, excellent communication abilities, and proficiency in HR software and Microsoft Office applications.
  • Languages: Proficiency in English is required. Knowledge of the local language is an asset.

The mission also supports two Operating Units based in the Philippines: the Office of the Inspector General Regional Sub-Office in Asia (OIG/Asia) and the Bureau of Humanitarian Assistance (BHA).
