The Economic Commission for Africa (ECA) is one of the United Nations’ five regional commissions, established to promote the economic and social development of its member states, foster intra-regional integration, and promote international cooperation for Africa’s development. ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa, guided by the 2030 Agenda for Sustainable Development and the African Union’s Agenda 2063.
The mission will be guided by ECA’s five strategic directions which are: advancing ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take local solutions to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues.
The Human Resources Officer position is located in the Organisation Development Unit (ODU), Human Resources Management Section (HRMS), Division of Administration (DoA) at the United Nations Economic Commission for Africa (ECA) in Addis Ababa, Ethiopia. The incumbent will report directly to the Chief Human Resources Officer and work under the overall guidance of the Director of the Division of Administration.
Responsibilities
- Strategic Planning: Contribute to the development and implementation of HR strategies, policies, and procedures that align with ECA’s strategic directions. Participate in the formulation of the HR work plan, ensuring alignment with the commission’s goals and objectives.
- Recruitment and Selection: Lead the recruitment process for professional and higher categories, including job profiling, vacancy announcements, screening, interviewing, and selection. Coordinate with hiring managers to ensure timely and effective recruitment processes.
- Performance Management: Implement performance management systems, including setting performance objectives, conducting performance appraisals, and providing feedback and coaching to staff. Monitor and evaluate the performance management process, identifying areas for improvement and proposing solutions.
- Learning and Development: Coordinate training and development initiatives, identify training needs, and design and deliver training programs to enhance staff skills and competencies. Monitor the effectiveness of training programs and make recommendations for improvements.
- HR Administration: Oversee HR administrative functions, including maintaining personnel records, managing contracts and benefits, and ensuring compliance with UN policies and regulations. Ensure accurate and up-to-date HR data management and reporting.
- Staff Relations: Provide advice and support on employee relations matters, including conflict resolution, grievance handling, and disciplinary procedures. Promote a positive work environment and ensure compliance with staff regulations and rules.
- HR Data Analysis: Analyze HR data and trends to inform decision-making and improve HR processes and practices. Prepare regular reports and presentations on HR metrics and key performance indicators.

Education
- Advanced university degree (Master’s degree or equivalent) in human resources management, business administration, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.
Work Experience
- A minimum of seven years of progressively responsible experience in human resources management, administration, or related area. Experience in the United Nations system or a similar international organization is desirable.
Languages
- Fluency in English (both oral and written) is required. Knowledge of another official UN language is an advantage.
