The Operations team at UNDP Liberia supports the Country Office and programme implementation through the provision of relevant and timely procurement, finance, ICT and digital services, general administration services, and human resources support. This team works collaboratively with other units and partners to ensure efficient service delivery that aligns with UNDP’s policies and procedures.


Job Purpose:

The ICT Assistant plays a crucial role in supporting the ICT unit by providing both technical and administrative support services. Under the guidance and direct supervision of the ICT Specialist/Analyst or Associate, the ICT Assistant is responsible for ensuring the smooth functioning of information management tools and technology infrastructure. The position requires a client-oriented approach, focusing on meeting the technical needs of users and supporting the effective implementation of ICT management systems and digital strategies.

Duties and Responsibilities:

The ICT Assistant’s responsibilities are categorized into four main groups:

  1. Implementation of ICT Management Systems and Digital Strategies:
    • Compliance: Ensure adherence to corporate information management and technology standards, guidelines, and procedures for the Country Office technology environment.
    • Business Processes Mapping: Provide inputs for the administrative business processes mapping and the implementation of internal standard operating procedures (SOPs).
    • Results-Oriented Workplace: Contribute inputs towards the preparation of a results-oriented workplace, focusing on improving operational efficiency and effectiveness.
  2. Effective Functioning of CO Hardware and Software Packages:
    • Technical Functions: Perform specific technical functions, including changing hardware electronic components (disks, memories, network wiring, power sources, etc.) and conducting routine equipment repairs.
    • Printer Maintenance: Maintain and service printers, ensuring they are in good working condition.
    • Software Installation: Assist in the installation of commercial and in-house developed software and related upgrades.
    • Patch and Anti-Virus Programs: Assist in timely upgrading of patch and anti-virus programs to protect the network.
    • File Server Monitoring: Monitor file server traffic, usage, and performance regularly to identify and address potential issues.
    • User Support: Support users in backing up and restoring files and in virus detection, removal, and prevention.
  3. Support to Networks Administration:
    • Troubleshooting: Assist in troubleshooting and monitoring network problems across UN agencies.
    • Network Access: Respond to user needs and questions regarding network access and provide technical support as needed.
    • Backup and Restoration Procedures: Assist in implementing backup and restoration procedures, particularly using OneDrive for Business.
  4. Provision of Administrative Support:
    • Inventory Maintenance: Maintain an up-to-date inventory of software and hardware.
    • ICT Reference Materials: Maintain a library of ICT-related reference materials for staff use.
    • Filing System: Maintain a filing system that ensures the safekeeping of confidential materials.
    • Event Support: Provide ICT support for key events and workshops, ensuring all technical aspects are managed efficiently.
    • Asset Management: Support the Asset Management Team as needed.
    • First Line Support: Provide first-line support to Country Office and common service users, addressing their technical issues promptly.
    • Basic Training: Conduct basic training sessions for users to enhance their ICT skills and knowledge.
    • Support to Sister Agencies: Provide ICT support to sister UN agencies, ensuring their technical needs are met.
  5. Facilitation of Knowledge Building and Sharing:
    • Training: Participate in and assist with the organization of training sessions for Country Office staff on ICT issues.
    • Knowledge Networks: Make sound contributions to knowledge networks and communities of practice, sharing insights and best practices.
    • Information Sharing: Work with the communications and other units to improve information sharing via the unit’s SharePoint, television, and corporate applications.
    • Use of MS Tools: Demonstrate and promote the effective use of MS Teams, OneDrive, and SharePoint Online to facilitate collaboration and knowledge sharing.

Required Skills and Experience:

  • Education:
    • Secondary Education with at least 5 years of experience in hardware and software management and application, or a Bachelor’s degree with 2 years of relevant experience.
    • Microsoft Certified Professional (MCP) certification is required. Additional certifications, such as Cisco Network Administrator, are highly desirable.
  • Experience:
    • Minimum of 5 years of progressively responsible experience in network administration, hardware and software platform management, and telecommunications facilities.
    • Experience in maintaining and managing hardware components (disks, memories, network wiring, power sources, etc.) and conducting routine equipment repairs.
    • Proficiency in installing and upgrading software, including patch and anti-virus programs.
    • Experience in printer maintenance and servicing, including network maintenance.
    • Experience with monitoring file server traffic, usage, and performance.
    • Knowledge of Cisco Meraki, video, and telecom conferencing equipment is key.
    • Experience in maintaining an up-to-date inventory of software and hardware.
    • Experience in conducting training sessions and contributing to knowledge networks.
  • Language Requirement:
    • Fluency in English is required.
