Purpose of Activity/Assignment
The main objective of this consultancy is to support the Global Cluster Coordination Section (GCCS) in EMOPS Geneva. The consultant will be responsible for strengthening knowledge management (KM), learning, analysis, and information sharing to inform decision-making and advocacy efforts. UNICEF is committed to supporting humanitarian coordination and enhancing the collective impact of humanitarian response through the cluster approach. Effective and efficient support for UNICEF-led clusters in data collection, analysis, communication, and dissemination is key to enabling EMOPS to orient its action, promote best practices and learning, advance evidence-based prioritization, and advocacy.
Scope of Work
This role will support GCCS’s KM and communication efforts to develop and implement standardized tools and processes. The aim is to ensure that knowledge is documented, shared, understood, and utilized to enhance coordination and contribute to the overall impact and success of UNICEF’s emergency programmes.
The consultant will engage in various activities to achieve these objectives, including data collection and analysis, developing tools and templates for data collection, documenting best practices and lessons learned, supporting the dissemination of KM content, and participating in relevant working groups.
Work Assignment Overview
Tasks / Milestones
- Data Collection and Analysis:
- Collect and analyze data based on GCCS Advocacy Monitoring Framework indicators, including Pulse Check Survey.
- Identify trends, patterns, and insights to inform evidence-based advocacy and decision-making. Deliverables / Outputs:
- 2023 data for all indicators in the advocacy M&E Framework collected, analyzed, and key findings and recommendations developed (in both Excel and narrative format). Timeline / Deadline:
- 16 working days; by August 2024.
- Develop Tools and Templates:
- Develop tools and templates to facilitate the collection of data in support of GCCS’s efforts to standardize KM tools and processes. Deliverables / Outputs:
- Template for case studies developed and approved: research existing models, define required issues and desired content and visuals as well as a generic dissemination process for case studies. Timeline / Deadline:
- 11 working days; by September 2024.
- Document Best Practices, Lessons Learnt, and Case Studies:
- Document best practices, lessons learned, and case studies from UNICEF-led clusters to promote learning and inform advocacy and decision-making.
- Enhance the KM repository. Deliverables / Outputs:
- Four case studies with the following steps validated by GCCS: select case, develop ToR, research, develop the content, and validation. Timeline / Deadline:
- 16 working days per case study (total 64 working days); between November 2024 and March 2025.
- Support Dissemination of KM Content:
- Work in close collaboration with the GCCS’ advocacy and communication intern and other relevant colleagues to disseminate KM content.
- Dissemination through the GCCS Newsletter, site, CCPM website, social media, and other relevant channels. Deliverables / Outputs:
- KM products timely disseminated through GCCS internal and external channels. Timeline / Deadline:
- One working day per month (total seven working days; can be rolled over to next months).
- Participate in GCCS’s Advocacy and Communication Working Groups:
- Participate in the GCCS’s advocacy and communication and cross-cutting thematic working groups.
- Provide KM and communication support, including contributing to the development and dissemination of reports and other KM products. Deliverables / Outputs:
- Minutes and action points available for each working group monthly meeting, and action points implemented. Timeline / Deadline:
- Three working days per month (total 21 working days; can be rolled over to next months).

Estimated Duration of the Contract
The consultancy will span 119 working days between July 2024 and March 2025.
Consultant’s Work Place and Official Travel
The consultant will be remote/home-based with no travels foreseen.
Estimated Cost of the Consultancy & Payment Schedule
Payment of professional fees will be based on the submission of an invoice and satisfactory completion of the above-mentioned deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

To Qualify as an Advocate for Every Child You Will Have…
- Educational Qualifications:
- Master’s degree in social sciences, law, international relations, communication, or a related field.
- Professional Experience:
- Minimum of 1 year of relevant work experience, including experience in background research and using data to identify trends and patterns systematically.
- Excellent communication and writing skills and experience drafting advocacy, communication, and KM products, including newsletters, articles, presentations, and social media content.
- Experience communicating and working collaboratively with diverse stakeholders and supporting the work of working groups and task forces.
- Attention to detail and experience using tools like SharePoint for collaboration and enhancing presentation and visuals.
- Oral and written fluency in English.
- Experience working in humanitarian coordination with UNICEF or another operational UN agency is desirable.

Contractual Terms
Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible for ensuring that the visa (if applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met before taking up the assignment. This does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, program delivery locations, or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
