Background Information – Job-specific
On 24 February 2022, the military of the Russian Federation invaded Ukraine, resulting in strikes across Ukraine’s territory. This invasion has imposed a severe humanitarian and socio-economic toll, sparked a global energy and food crisis, caused large-scale destruction of infrastructure, and disrupted critical services. The degradation of social fabrics and communities’ ties has triggered one of the world’s most significant forced displacements.
Severe attacks on energy and critical infrastructure facilities have left millions without electricity, water, or heating, struggling to access basic necessities like water, food, health services, and materials to repair homes. The continued attacks cause substantial damage to Ukraine’s economy and agricultural production, affecting the poorest countries worldwide.
UNOPS supports partners across the humanitarian-development nexus, from emergency response to rebuilding better. Efforts span the housing, health, education, transport, energy, and mine action sectors, through infrastructure, procurement, and technical assistance/project management interventions. The ultimate aim is to support Ukraine on its EU accession and achievement of the Sustainable Development Goals.
Note: UAMCO is creating a national pool of candidates for Project Manager positions. These roles will be available across multiple duty stations, including Kyiv, Kharkiv, Mykolaiv, Chernihiv, Odessa, and Vinnytsia.
Functional Responsibilities
The Project Manager is responsible for the day-to-day operations of the project. Their main duties include:
- Planning and defining the scope of the project.
- Developing schedules and timelines.
- Cost estimation and budget management.
- Quality assurance.
- Risk management.
- Reporting on progress to stakeholders.
- Ensuring the project aligns with organizational goals and objectives.

- Team Leadership: Leads teams effectively, promotes teamwork, and fosters an inclusive environment.
- Communication: Communicates clearly and effectively, both orally and in writing.

Education/Experience/Language Requirements
- Education: A Master’s Degree in a relevant field (e.g., Business Administration, Engineering, Project Management, or a related field).
- Experience: A minimum of 5 years of experience in project management, preferably in an international context.
- Language: Fluency in English is required. Knowledge of Ukrainian or Russian is an asset.
