International Consultant for Programme and Administrative Support – UN Women (Home Based with Possible Travel to ASEAN Member States and Timor-Leste)
Position Overview
UN Women, dedicated to advancing gender equality and the empowerment of women and girls globally, is currently seeking an experienced International Consultant to provide programme and administrative support for the ASEAN Women, Peace, and Security (WPS) regional project. This project, launched as part of the broader UN Women initiative to enhance the participation and leadership of women in peacebuilding and conflict resolution, supports ASEAN Member States in promoting gender equality, preventing violence, and fostering social cohesion.
Consultant Position with UN Women: Support Women, Peace & Security

The position is home-based, with possible travel to ASEAN Member States and Timor-Leste, and has an initial contract duration of 7 months. This role is an excellent opportunity for those with a passion for women’s rights, peace and security, and regional cooperation. The successful candidate will work closely with the Programme Team across several countries in Southeast Asia, providing essential administrative, logistical, and programmatic support.
Key Responsibilities and Scope of Work
As the International Consultant for Programme and Administrative Support, you will be expected to perform a wide range of tasks to assist the management and execution of the ASEAN Women, Peace, and Security project. Your responsibilities will include:
1. Programme Administration and Support
- Provide administrative and logistical support to the management of the ASEAN WPS project.
- Assist with the preparation of work plans, budgets, and proposals for program implementation.
- Offer technical guidance to executing agencies on the delivery and reporting of program activities.
- Prepare documents for audits and support the implementation of audit recommendations.
- Create and manage project awards in the Quantum system and assist with financial management tasks.
2. Financial Management Support
- Administer and monitor the budget preparation, including revising and closing project financials in Quantum.
- Review financial reports and process payments for consultants.
- Create requisitions and ensure internal expenditures are controlled according to UN Women’s guidelines.
- Support cost-recovery efforts and ensure proper financial documentation is in place.
3. Logistical and Administrative Coordination
- Organize meetings, workshops, events, and missions, including travel arrangements for the Programme Team.
- Prepare public information materials, assemble briefing packets, and create PowerPoint presentations for meetings.
- Provide support for the organization and execution of training sessions for office staff and partners.
4. Human Resource Management
- Assist in the amendment and extension of contracts for staff and consultants.
- Maintain the consultants tracking sheet and ensure timely payments.
5. Knowledge Management
- Support the synthesis of lessons learned, best practices, and knowledge sharing within the program.
- Ensure timely filing and updating of program files and the stakeholder database.
Key Performance Indicators
- Timely and accurate support to events, workshops, and missions.
- Full compliance of administrative activities with UN Women rules, regulations, and policies.
- Accurate tracking of data for Country Office management and donor reporting purposes.
- Quality maintenance of internal systems and documentation.
Required Qualifications and Experience
Education and Certification
- A Master’s degree in Management, Business, Public Administration, or a relevant field.
Experience
- At least 1 year of progressively responsible experience in administration or programme management/support.
- Experience providing administrative, logistical, and human resource support to regional programs in the ASEAN region.
- Experience in supporting multicultural teams and collaborating across countries.

Skills
- Strong financial and budgeting skills, with experience in managing and reporting on large-scale projects.
- Proficiency in using Quantum and other office software packages.
- Experience with data management, document handling, and information workflow.
- Strong IT skills and the ability to manage documents and communications efficiently.
Languages
- Fluency in English is required.
- Knowledge of another UN official working language is an asset.
