The Monitoring, Evaluation, and Learning (MEL) Advisor is a crucial role within CARE’s Education and Skills Unit. This team supports large-scale donor-funded programs, including USAID and USDA’s McGovern-Dole Food for Education initiatives. These programs are designed to enhance educational opportunities, improve literacy rates, and address food insecurity among children in vulnerable settings. By ensuring that such programs are effectively monitored, evaluated, and optimized for learning, the MEL Advisor plays a pivotal role in driving meaningful outcomes for communities.

This position also offers the opportunity to shape proposals for new initiatives, develop knowledge products, and advance CARE’s global learning agenda. As a part of this role, you will collaborate with global teams, contribute to knowledge-sharing platforms, and represent CARE in global education discussions, ensuring the organization remains a thought leader in the field of education and skills development.


Primary Responsibilities

As a Monitoring, Evaluation, and Learning Advisor, your responsibilities will include:

1. Data Analysis and Evaluation:

  • Conduct quantitative and qualitative data analysis for monitoring and evaluation of large-scale projects, ensuring actionable insights guide adaptive management.
  • Analyze program effectiveness and identify areas for improvement to ensure maximum impact in education and skills development projects.
  • Provide technical leadership in evaluating the outcomes of education and skills programs, with a focus on improving their impact.
  • Work closely with field teams to establish robust data collection and analysis systems that align with donor requirements and CARE’s strategic goals.

2. Technical Assistance:

  • Offer technical assistance to country office teams, helping them design and implement MEL systems tailored to their programs.
  • Collaborate with local and regional stakeholders to ensure the seamless integration of MEL practices within existing frameworks.
  • Support research-focused projects that align with CARE’s strategic priorities, including longitudinal studies and impact assessments.

3. Capacity-Building and Training:

  • Develop and deliver training sessions to enhance the skills of CARE staff and partners in MEL tools, methodologies, and systems.
  • Train field teams in advanced data collection methods, statistical analysis, and the interpretation of results to foster a culture of evidence-based decision-making.
  • Build institutional capacity for designing, implementing, and maintaining high-quality MEL systems that adhere to global best practices.

4. Knowledge Management and Reporting:

  • Collaborate in creating knowledge products such as impact briefs, case studies, academic articles, and donor-focused reports.
  • Develop communication materials that translate complex findings into actionable insights for diverse audiences, including donors, policymakers, and practitioners.
  • Manage and disseminate findings to internal and external stakeholders, contributing to global education and development dialogues.

5. Proposal Development and Fundraising:

  • Support the preparation of MEL sections for proposals, focusing on securing funding from donors such as USAID, USDA, and other international agencies.
  • Participate in developing capacity statements and presentations to attract new donors and partnerships.
  • Work closely with proposal teams to ensure MEL components align with donor expectations and organizational priorities.

6. Strategic Planning:

  • Participate in team planning and strategy development to advance CARE’s Education and Skills Unit learning agenda.
  • Engage in resource mobilization by identifying new opportunities for partnerships and funding.
  • Align MEL systems with CARE’s broader mission to reduce poverty and improve equity worldwide.

Qualifications

Education and Certification

  • Master’s degree in Social Sciences, Education, Public Health, Sociology, or a related field (PhD preferred).
  • Specialized training in MEL methodologies, statistical analysis, or data management is highly desirable.

Experience

  • At least 3-5 years of professional experience in research, quantitative data analysis, and MEL for education or development programs.
  • Expertise in designing and implementing MEL systems for large-scale education projects funded by donors like USAID, FCDO, or USDA/McGovern-Dole.
  • Demonstrated experience in gender-transformative approaches to development and program evaluations.
  • Proficiency with statistical analysis tools (e.g., SPSS, STATA, SAS, R) and electronic data collection tools (e.g., ONA, Kobo, ODK).
  • Experience working in diverse, multicultural environments and with teams based in multiple countries.
  • Proven ability to manage complex projects and coordinate with multiple stakeholders effectively.
