Job Overview

Position: Project Manager

Contract Type: National Personnel Service Agreement

Key Responsibilities

1. Strategic Leadership & Project Implementation

  • Develop, implement, and oversee strategic plans for the project.
  • Lead and supervise the execution of project activities in alignment with UNDP’s governance frameworks.
  • Ensure timely project delivery, high performance, and cost-effective solutions.
  • Oversee human resources and procurement plans to support project implementation.
  • Serve as a senior advisor on project-related issues and provide technical expertise to stakeholders.

2. Stakeholder & Partnership Engagement

  • Cultivate strategic relationships with government agencies, NGOs, private sector partners, and community leaders.
  • Facilitate collaborations between local and international organizations to maximize impact.
  • Ensure project visibility through communications, advocacy, and awareness campaigns.
  • Represent UNDP in high-level discussions related to project development and policy-making.

3. Monitoring, Evaluation & Risk Management

  • Establish a robust monitoring and evaluation system to track project progress.
  • Conduct field visits to assess the effectiveness of project initiatives.
  • Identify potential risks, implement mitigation strategies, and ensure adherence to UNDP standards.
  • Coordinate independent evaluations and performance reviews to enhance project outcomes.

4. Knowledge Sharing & Capacity Building

  • Identify training needs and organize workshops for project staff and stakeholders.
  • Develop knowledge-sharing platforms to promote best practices in emergency healthcare services.
  • Advocate for UNDP’s vision, leveraging insights from the project to inform broader governance strategies.
  • Contribute to UNDP’s research, policy formulation, and global development discussions.

Qualifications & Experience

Educational Requirements:

  • Master’s Degree in Public Administration, Business Development, International Relations, Development Studies, or a related field.
  • Bachelor’s Degree in the above fields may be accepted with an additional two years of relevant experience.

Work Experience:

  • Minimum 2 years of experience (with a Master’s degree) or 4 years of experience (with a Bachelor’s degree) in project management, governance, or development.
  • Proven track record in managing and implementing large-scale projects.
  • Experience in public services, administration, and strategic planning.
  • Prior experience working in the nonprofit, international development, or humanitarian sector is an advantage.

Skills & Competencies:

  • Strong leadership and team management abilities.
  • Expertise in stakeholder engagement and community outreach.
  • Advanced skills in data analysis, reporting, and performance evaluation.
  • Proficiency in MS Office, project management tools, and digital communication platforms.
  • Fluency in English and Russian (Additional languages relevant to Moldova are a plus).
