UNICEF Innocenti is inviting applications to establish a Roster of Consultants for its Social & Economic Policy (SEP) unit. The consultants will provide research services to support UNICEF Innocentiβs research initiatives, with a focus on social protection, child poverty, and public finance. The opportunity is for consultants with expertise in both quantitative and qualitative research across a range of topics relevant to children, families, and social development.
About UNICEF Innocenti
UNICEF Innocenti is UNICEFβs Global Office of Research and Foresight, which tackles questions of importance for children, both current and emerging. The office equips thought leaders and decision-makers with the evidence they need to create a better, safer world for children. Innocenti conducts research using both primary and secondary data to ensure that children’s voices are included in policy decisions. Additionally, Innocenti uses foresight tools like horizon scanning, trends analysis, and scenario development to shape the future agenda for children.
The Social & Economic Policy (SEP) unit at UNICEF Innocenti focuses on social protection, child poverty, and public finance, and is seeking consultants to support a wide range of activities.
Key Responsibilities of Consultants
Consultants will provide a range of research services to support UNICEF Innocentiβs Social & Economic Policy unit, including:
- Data Collection & Analysis:
- Conduct both quantitative and qualitative research related to social protection programs, impact evaluations, and child poverty.
- Assist in data collection, data analysis, and literature reviews.
- Contribute to the writing of research outputs, including reports, policy briefs, and academic articles.
- Evaluations & Impact Studies:
- Conduct impact evaluations of cash transfers and other social protection interventions, or other social development programs.
- Carry out political economy analysis and provide insights into public finance, budget analysis, and macroeconomics.
- Technical Writing & Report Preparation:
- Write research outputs such as evaluation reports, policy papers, and other documentation.
- Participate in the development of research briefs, study findings, and contribute to the broader knowledge dissemination.
- Ad-Hoc Consultancy Work:
- Provide ad-hoc consulting support for specific assignments, including peer learning activities, workshops, and supporting the preparation of research outputs.
Skillsets Required
The UNICEF Innocenti SEP unit is specifically looking for consultants with one or more of the following skillsets:
- Quantitative Expertise:
- Impact evaluations of cash transfer programs or social protection interventions in low- and middle-income countries.
- Public finance, budget analysis, and macroeconomics skills, including experience with micro- and macro-simulations.
- Expertise in data science, machine learning, and big data analytics.
- Qualitative Expertise:
- Experience in qualitative evaluations of social development programs, particularly in cash transfer programs or social protection.
- Expertise in political economy analysis.
- Multilingual Capability:
- Fluency in English is required.
- Fluency in French, Spanish, Portuguese, or Arabic is an advantage, especially for assignments in specific regions.

Qualifications
To be eligible for this consultancy roster, candidates should meet the following criteria:
- Education: A university degree (equivalent to a bachelor’s degree or higher) in fields such as economics, political science, public administration, or relevant disciplines.
- Experience: Demonstrated experience in the specified skillsets. Consultants are expected to meet the minimum experience requirements for each Tier level (from entry-level to senior roles).
- Research Outputs: A proven track record of producing high-quality research outputs such as reports, papers, and policy briefs.
- Experience with UNICEF or International Organizations: Previous research experience working with UNICEF, international organizations, or national partners is a plus.
Consultancy Process
- Tiered Roster System: Candidates are evaluated for inclusion in a Roster of Consultants based on their qualifications, experience, and alignment with UNICEFβs needs.
- Tier Levels: Roster candidates are classified into Tiers based on experience. These tiers determine the level of assignments they may qualify for (Tier 1, 2, or 3).
- Assignment Selection: Once selected for the roster, candidates will be approached as specific assignments arise, and contracts will be negotiated individually based on the scope and duration of the work.
Evaluation Process
- Application Review: Applications are evaluated based on technical criteria such as:
- Education and relevance to the skillset (max. 20 points)
- Professional experience in the relevant skillset (max. 40 points)
- Quality of research outputs (max. 25 points)
- Experience working with UNICEF or other international organizations (max. 15 points)
- Technical Test: UNICEF may require candidates to participate in a technical test as part of the selection process.
Consultants included in the roster will be eligible for assignments from March 2025 to March 2028. The inclusion in the roster does not guarantee a contract, but it ensures that candidates will be considered for upcoming assignments.

Application Deadline
The roster will remain open for applications until December 2025. Initial screenings will take place one month after the opening of the application process, with subsequent evaluations done quarterly.
Compensation
Consultants will be compensated on a daily rate basis, which will be negotiated per assignment. The daily rate should be included in the application.
