Background & Job Description

UNDP Moldova is seeking a qualified Social Protection Manager to support the implementation of the “Resilient Social Protection” project. The position is based in Chisinau and offered under the National Personnel Services Agreement (NPSA-10) contract modality. The selected candidate will play a pivotal role in strengthening Moldova’s social protection system, ensuring it becomes more inclusive, equitable, and responsive to various forms of vulnerability and risk, especially in the context of crises and displacement.

This initiative is part of the broader effort led by the UNDP Crisis Bureau to assist countries in establishing shock-responsive social protection systems. In Moldova, the program is implemented jointly by UNDP and UNICEF, funded by the Joint SDG Fund, and aims to accelerate the country’s progress toward SDG 1 (No Poverty) and SDG 10 (Reduced Inequalities).

The project supports government-led reforms to strengthen institutional frameworks and digital infrastructure for better targeting and delivery of social assistance. It also promotes community-led accountability mechanisms, fostering more inclusive governance and equitable service delivery for vulnerable populations.

Duties & Responsibilities

As Social Protection Manager, you will report directly to the UNDP Project Manager. You will coordinate closely with government counterparts, international agencies (particularly UNICEF), and local civil society organizations to drive forward reforms and inclusive solutions for vulnerable populations.

Key responsibilities include:

• Policy and Technical Advice:

  • Provide expert guidance on social protection policy reform, including targeting, coverage, adequacy, and fiscal sustainability.

  • Support the integration of shock-responsiveness and gender equality into social protection strategies.

  • Assist with the digital transformation of social protection delivery systems (e.g., social registries, e-governance).

• Project Management & Coordination:

  • Oversee project planning, budgeting, and monitoring in coordination with UNDP and government partners.

  • Ensure alignment with UNDP’s strategic goals, Moldova’s social protection reform agenda, and donor requirements.

  • Coordinate activities with other UN agencies, donors, and civil society to avoid duplication and promote synergies.

• Capacity Building & Knowledge Sharing:

  • Design and implement training, workshops, and technical sessions for government staff and implementing partners.

  • Lead knowledge-sharing initiatives and contribute to lessons learned for global replication.

  • Facilitate evidence-based decision-making by integrating research, case studies, and community-level data into policy design.

• Stakeholder Engagement:

  • Liaise with local NGOs, academia, vulnerable communities, and civil society groups to ensure inclusive participation.

  • Promote community-led accountability platforms to improve transparency and feedback loops in service delivery.

Qualifications

Education & Certification

• A master’s degree or equivalent in social policy, public administration, economics, development studies, or a related field is required.

• A bachelor’s degree may be accepted with two additional years of qualifying experience.

Experience

• Minimum of 5 years (with master’s) or 7 years (with bachelor’s) of relevant experience in the design and implementation of social protection programs or public administration reforms.

• Proven track record in:

  • Policy advisory work in social assistance or social inclusion

  • Working with government institutions, civil society, or international organizations

  • Managing or coordinating complex, multi-stakeholder projects

• Demonstrated expertise in:

  • Social protection systems, such as poverty targeting, cash transfer programs, or integrated registries

  • Crisis response, including displacement and humanitarian cash assistance

  • Data-driven policy and digital transformation of public services

Language Requirements

• Fluency in Romanian and English is required.

• Working knowledge of Russian is an advantage.
