The organization is hiring a Head of Data Management, Analytics and Insights to be based in Nigeria, playing a pivotal role in its digital transformation and strategic decision-making processes.

Plan International recognizes that data is a cornerstone for effective program implementation, resource allocation, impact measurement, and accountability. Therefore, the Head of Data Management, Analytics and Insights will be instrumental in integrating data systems, enhancing data governance, and enabling data-informed decision-making across all levels of the organization.

The successful candidate will report directly to the Chief Information Officer (CIO) and will lead a dynamic, cross-functional team dedicated to unlocking the full potential of data. Tasks

As the Head of Data Management, Analytics and Insights, you will oversee all enterprise-level data operations across Plan International’s global offices. Your role will include, but not be limited to, the following responsibilities:

1. Enterprise Data Strategy Development

  • Develop and implement a unified enterprise data strategy aligned with Plan International’s global mission and digital roadmap.

  • Collaborate with business leaders, program managers, and technical teams to understand data needs, define strategic priorities, and design roadmaps for implementation.

  • Identify gaps in current data processes and recommend actionable improvements.

2. Data Governance and Compliance

  • Establish and maintain policies and frameworks for data governance across the organization.

  • Ensure compliance with global data protection and privacy laws such as the General Data Protection Regulation (GDPR) and national legal frameworks applicable in Plan International’s countries of operation.

  • Serve as a champion for ethical data use and transparency within the organization.

3. Data Architecture and Infrastructure

4. Analytics and Business Intelligence

  • Oversee the development of advanced analytics solutions, dashboards, and reporting tools to inform strategic and operational decision-making.

  • Ensure the democratization of data by making insights accessible to non-technical stakeholders.

5. Capacity Building and Team Management

  • Build and manage a diverse, cross-functional team of data scientists, data engineers, and analysts.

  • Establish a center of excellence for data within Plan International, promoting continuous learning and innovation.

  • Provide mentorship, training, and professional development opportunities to team members and data users across departments.

6. Risk Management and Data Quality

  • Identify, assess, and mitigate data-related risks, including data breaches, quality issues, and system failures.

  • Implement processes to ensure data integrity, accuracy, consistency, and timeliness.

  • Lead audits and quality assurance efforts to ensure data reliability and regulatory compliance.

7. Stakeholder Engagement and Collaboration

  • Act as a liaison between the IT function and business units to ensure alignment of data priorities.

  • Collaborate with external partners, donors, and vendors on data initiatives and reporting requirements.

  • Represent Plan International in data-related forums, conferences, and strategic partnerships.

Qualifications

This is a senior-level leadership position requiring a blend of technical expertise, strategic thinking, and organizational leadership. Below are the essential qualifications needed for this role:

Education and Certification

  • A Master’s degree (or equivalent) in Data Science, Information Systems, Computer Science, Statistics, Business Intelligence, Engineering, or related fields.

  • Professional certifications in Data Governance, Project Management, or Information Security (e.g., CDMP, PMP, CIPP) will be a strong asset.

Experience

  • Minimum 10 years of professional experience, with at least 5 years in a leadership role managing enterprise data strategies.

  • Proven track record of implementing data governance, analytics, and data quality programs at a global or multi-national level.

  • Prior experience working in the INGO, non-profit, or international development sector is highly desirable.

  • Experience collaborating with cross-functional and multicultural teams across different time zones and geographies.


Skills and Competencies

Technical Skills

  • Strong command of data architecture, data modeling, and integration of multiple data sources.

  • Proficient in tools such as Power BI, Tableau, Qlik, or other business intelligence platforms.

  • Familiarity with data warehousing, ETL pipelines, and cloud computing platforms such as Azure, AWS, or Google Cloud.

  • Hands-on expertise in R, Python, or SPSS for advanced analytics and data science.

  • Understanding of machine learning, artificial intelligence, and statistical modeling is an advantage.

Additional Information

Location

  • The position is based in Nigeria, with possible travel to other Plan International offices across Africa, Europe, and Asia as required.

  • The compensation package will be commensurate with experience and aligned with Plan International’s internal salary grading for senior positions.
