Background & Job Description
UNESCO, through its Institute for Information Technologies in Education (UNESCO IITE), is looking for a qualified consultant to conduct research, collect open-access educational datasets, and produce a detailed analytical report with actionable guidelines for enhancing online and blended learning in higher education. The position is part of the broader project titled βPromoting ICT Capacity Building and Open Education in the Era of Artificial Intelligence and Digital Technologiesβ, jointly implemented by UNESCO IITE and Shanghai Open University.
The consultancy is home-based and open to external candidates worldwide. The assignment will run for 1 to 6 months, with a strict deadline for applications on 11 May 2025 (Midnight, Duty Station Time).
This opportunity is ideal for professionals in data science, education technology, and learning analytics, particularly those experienced in analyzing educational data systems and developing evidence-based strategies in teaching and learning.
Tasks
The selected consultant will work under the supervision of UNESCO IITE and will be responsible for the following:

Conduct desk research on the use of educational data to improve online and blended learning in higher education.

Compile at least six open-access educational datasets suitable for learning analytics and educational data mining.

Produce a comprehensive analytical report, including:

Summary of research findings.
-
Descriptions and evaluations of selected datasets.
-
Practical guidelines for using data in educational settings (for educators and administrators).

The datasets must:
-
Be in machine-readable formats (CSV, Excel).
-
Be verified, anonymized, and privacy-compliant.
-
Relate to online learning or community-based education in higher education.
-
Be based on representative sampling for research validity.
Qualifications
Education and Certification
-
A Masterβs degree (or equivalent) in data science, data analytics, education technology, pedagogics, computer science, or a related discipline is required.

A PhD in the same fields is desirable.
Experience
-
At least five years of professional experience in learning analytics, educational data mining, or a closely related area.

Proven experience in conducting independent research and producing high-quality reports.
Skills & Competencies

Advanced knowledge of end-to-end data workflows, from collection and cleaning to analysis, visualization, and interpretation.

Experience with educational data systems such as LMS, MOOCs, ITS, and student information systems.

Strong proficiency in Python, R, SQL, Excel, and data visualization tools such as Power BI or Tableau.

Familiarity with ethical data governance, including privacy laws, anonymization, and data-sharing standards.

Excellent research, analytical, and report-writing skills.

Ability to work independently and meet deadlines.
