Background & Job Description
The World Health Organization (WHO) is currently seeking an experienced consultant to assist with developing a case study focused on the coordination, management, and implementation of international health funding programs in a country office setting, specifically within the Philippines.
This role will contribute to the Country Support Unit’s mission of enhancing WHO’s country-level operations, helping Ministries of Health coordinate foreign and domestic funding effectively. The output of this consultancy will serve as a reference model for other WHO Member States.
The successful consultant will work closely with the WHO Country Office in the Philippines, the Country Support Unit (CSU), and the WHO Regional Office in Manila. The assignment spans nine months, from April to December 2025.
Tasks
The consultant will deliver the following:
Output 1:

Develop a comprehensive framework for the Philippine Department of Health (DOH) to coordinate and manage international funding and support for health programs.
Output 2:

Propose a detailed operational structure and process to support coordination efforts at DOH.
Output 3:

Deliver a complete case study on the Philippines, including:

A sample terms of reference for an office under the Secretary of Health that other countries can adapt.

Methods / Scope of Work:

Assess the status and implementation of foreign-assisted projects in the DOH.

Identify challenges and opportunities in coordinating international support.

Review key global health topics relevant to the Philippines (e.g., One Health, climate change, Pacific Islands Initiative).

Monitor implementation and resolve challenges related to externally funded projects.

Document best practices and propose strategies for institutionalization and knowledge sharing.
Qualifications
Education and Certification
-
Essential: A postgraduate degree in public health, public policy, or a related field from a recognized institution.
Experience
-
Essential: Over 10 years of professional experience in public health, including:

Experience working with a WHO country office.

Proven collaboration with UN bodies or global health organizations.

Strong planning, monitoring, and implementation skills in public health programs.

Language Requirements
