Background & Job Description

The United Nations High Commissioner for Refugees (UNHCR) is one of the most recognized and impactful organizations in the world when it comes to protecting the rights and providing assistance to refugees and displaced persons. Established in 1950, UNHCR is committed to ensuring that refugees and other displaced individuals have access to basic human rights, including protection, security, and opportunities to rebuild their lives.

Today, over 100 million people are displaced worldwide, and UNHCR plays a crucial role in offering both immediate humanitarian relief and long-term solutions that focus on integration, employment, education, and sustainable livelihoods for refugees.

As part of its ongoing efforts to ensure refugees have access to opportunities for integration and economic independence, UNHCR is seeking two home-based individual consultants in 2025. These positions will support refugee integration efforts and employment opportunities through the implementation of high-quality integration programs and the promotion of employment and entrepreneurship platforms for refugees.

The successful candidates will be integral to the successful delivery of these initiatives and will work alongside UNHCR’s global network of stakeholders, including governments, businesses, non-governmental organizations (NGOs), and other international bodies. These roles are remote, offering the flexibility of home-based work, while still contributing significantly to global refugee support efforts.

Tasks

1. Individual Consultant: Support to the Implementation of High-Quality Integration Programme

Refugees face numerous challenges when attempting to integrate into host communities. These include social exclusion, language barriers, cultural differences, limited access to education and healthcare, and discrimination. To address these challenges, UNHCR is seeking an individual consultant to assist in the design, implementation, and monitoring of effective refugee integration strategies.

In this role, the consultant will be responsible for:

  • Design and Implementation of Integration Strategies
The consultant will help design integration strategies that support refugees in their journey to becoming self-sufficient and integrated members of host communities. This involves creating frameworks that address both the practical and social challenges refugees face, from housing and education to employment and social cohesion. The consultant will also work on customizing these strategies to fit the unique needs of different regions and host countries.

  • Collaboration with Local Stakeholders
UNHCR’s integration strategies cannot be successful without collaboration with local stakeholders, including government agencies, local NGOs, community organizations, and the refugees themselves. The consultant will be required to establish strong partnerships with these stakeholders, helping to build a supportive network that facilitates successful integration.

  • Monitoring and Evaluation
One of the key roles of the consultant will be to monitor and evaluate the effectiveness of integration initiatives. This requires collecting data, assessing outcomes, and working with stakeholders to adjust strategies as needed to ensure continued success. The consultant will utilize both qualitative and quantitative research methods to measure the impact of integration efforts and recommend areas for improvement.

  • Providing Recommendations for Program Enhancement
Based on the monitoring and evaluation findings, the consultant will provide strategic recommendations to enhance the integration program’s quality and outreach. This will include feedback on program delivery, community engagement, resource allocation, and impact measurement.

2. Individual Consultant: Supporting Employment and Entrepreneurship Platforms for Refugees

Another crucial aspect of refugee support is ensuring that refugees have access to employment opportunities and resources that enable them to contribute to their host societies while improving their own livelihoods. This role focuses on creating and enhancing platforms for refugee employment and entrepreneurship, empowering individuals to gain financial independence and integrate into the workforce.

The consultant’s responsibilities include:

  • Developing Employment Platforms
One of the first tasks will be to create tailored platforms that meet the specific needs of refugees. These platforms will facilitate job matching and provide refugees with access to job opportunities and training. The consultant will work with local businesses, recruitment agencies, and governments to develop user-friendly platforms that streamline the job search process for refugees.

  • Conducting Market Assessments
To ensure the platforms meet local job market demands, the consultant will carry out in-depth market assessments. These assessments will identify the types of employment opportunities available to refugees and the skills required. The consultant will work with labor market experts and local businesses to gather data that informs the platform’s offerings.

  • Partnership Building
Refugees need more than just access to job listings; they need supportive environments that help them navigate job applications, workplace culture, and skills development. The consultant will work to establish partnerships with local businesses, educational institutions, and vocational training providers to offer refugees the skills they need for sustainable employment. This will include organizing workshops, job fairs, and other networking events for refugees.

  • Training and Resource Development
In addition to providing access to job opportunities, the consultant will be responsible for developing training materials and resources for refugees to enhance their employability. These materials will include resumes, interview coaching, and job-readiness skills. The consultant will also work on providing resources for entrepreneurial training, helping refugees to start their own businesses and create jobs for others.
