In alignment with its 2022-2025 strategic plan, UNICEF emphasizes the importance of digital inclusion, particularly for girls and women in underserved regions. Recognizing the persistent gender digital divide, UNICEF has launched several initiatives aimed at ensuring equal access to digital technology and opportunities. One of these flagship efforts is the mobile app Oky, designed to provide adolescent girls with essential information on menstruation and reproductive health. This application is a part of UNICEF’s broader commitment to using innovative digital solutions to reach marginalized communities and foster gender equality.

Beyond Oky, UNICEF continues to support a range of projects that promote the inclusion of girls and women in the digital space. These include programs focused on gender-based violence prevention, online safety, access to education, skill development, and entrepreneurial opportunities through technology. Such initiatives are central to ensuring that girls and women are not left behind in the digital transformation.

Consultancy Opportunity: Gender and Technology Consultant Roster

UNICEF is currently building a roster of consultants who specialize in gender and technology to support ongoing and upcoming projects. This roster, managed by the ICTD Digital Centre of Excellence, seeks professionals at junior and senior levels with relevant expertise in advancing gender equality through digital innovation.

Selected consultants will play a key role in developing, scaling, and evaluating digital products and services that empower girls and women. These efforts are aimed at enabling adolescent girls to actively participate in and benefit from the digital economy and information society.

This remote-based consultancy is open to global applicants and offers the possibility of full-time or part-time assignments, with occasional travel required depending on project needs.

Key Responsibilities

Consultants added to the Gender and Technology roster may be assigned to a variety of roles across several categories. Responsibilities may include:

Product and Partnerships Management

  • Coordinating gender-focused digital projects.
  • Planning and implementing girl-centered technology initiatives.
  • Building strong public and private sector partnerships.

Technology Advisory

  • Providing strategic guidance on the design and deployment of digital products for girls and women.
  • Ensuring tech solutions meet accessibility, security, and usability standards.

Full-Stack Development

  • Designing and maintaining web and mobile applications.
  • Conducting penetration testing and security audits.
  • Ensuring compatibility with evolving operating systems.

UX/UI Design

  • Creating user-friendly interfaces tailored for girls and women.
  • Designing user journey maps and refining user experience based on feedback.

Deployment and Scaling

  • Advising on product localization, deployment strategies, and scalability.
  • Documenting deployment lessons and supporting country-level rollouts.

Open-Source Advisory

  • Recommending open-source solutions and governance models.
  • Ensuring long-term sustainability and community involvement.

Research and Advocacy on Gender Digital Divide

  • Conducting research on barriers to digital inclusion.
  • Supporting advocacy for inclusive digital policies.

Digital Literacy

  • Developing digital literacy programs for girls and women.
  • Producing gender-specific training materials and toolkits.

Content Creation and Promotion

  • Developing engaging, girl-centered content, including gamification and chatbot scripts.
  • Promoting digital products to increase user engagement.

Monitoring, Evaluation, and Learning (MEL)

  • Refining project Theories of Change.
  • Designing monitoring frameworks and conducting impact assessments.

Data Analysis

  • Interpreting data sets related to gender and technology.
  • Providing statistical insights for improving program performance.

Peer-to-Peer Support

  • Developing and adapting peer learning approaches.
  • Engaging networks to expand digital outreach and capacity-building.

Disability and Accessibility

  • Advising on inclusive design to support users with disabilities.
  • Ensuring accessibility in content and platform features.

Duration and Work Conditions

Consultants will be engaged based on UNICEF’s needs, with flexibility to work remotely. Assignments may vary in duration and scope, and may include:

  • Full-time or part-time roles.
  • Remote work with occasional travel for deployment, training, or stakeholder meetings.

Qualifications and Experience

To be eligible for inclusion in the Gender and Technology consultancy roster, applicants must meet the following criteria:

Education:

  • A university degree (Bachelor’s or higher) in one of the following areas: Gender Studies, Social Sciences, ICT, or related fields.

Experience:

  • At least 3 years of experience for junior consultants and 8+ years of experience for senior consultants in gender, digital development, innovation, or a related area.
  • Proven record of working on technology solutions focused on gender empowerment, especially in low- and middle-income countries.

Skills:

  • Demonstrated ability to lead or contribute to digital projects and multi-disciplinary teams.
  • Experience with product management, digital design, or development lifecycle.
  • Strong writing, communication, and presentation skills.

Language:

  • Fluency in English is required.
  • Knowledge of additional languages, especially UN languages, is a plus.
