Background & Job Description
The World Health Organization’s Western Pacific Regional Office (WPRO), under the Division of Healthy Environments and Populations (DHP), is currently accepting applications for a Remote Multimedia Communications Consultant. This opportunity supports WHO’s shift from “sick systems” to “healthy systems” by promoting proactive and preventive healthcare through effective communication strategies.
This role is integral to implementing the Communication for Health (C4H) framework, endorsed in 2023, by developing multimedia tools that engage audiences, encourage health-positive behaviors, and elevate the visibility of WHO’s ongoing health initiatives in the region. The consultant will operate remotely but will collaborate closely with WHO staff and external stakeholders located across multiple countries and time zones. As a consultant, your role is pivotal in visual storytelling and in supporting strategic communications that amplify the impact of public health initiatives.
Tasks
The consultant will deliver several key outputs, structured into defined thematic areas:
Output 1: Support for RCM76 and Public Health Events

Create branded materials and storytelling content for the 76th Regional Committee Meeting (RCM), including side events focused on alcohol and oral health issues.

Develop visually compelling progress reports and digital updates for tobacco control programs.

Design promotion materials for maternal-child health workshops and regional events focusing on infection prevention and control (IPC).
-
Support communications for internal events and cross-functional knowledge-sharing.
Output 2: Technical Program Campaigns

Alcohol Prevention: Design digital assets, short videos, and campaign kits to promote alcohol-related publications.

Tobacco Control: Produce micro-videos and visual communications supporting tobacco plain packaging policies.

Nutrition Campaigns: Assist with the development and distribution of visuals and webinar materials on public health nutrition.
Output 3: Publications & Knowledge Product Design

Provide layout and design support for health equity reports in countries like Vietnam and the Philippines.

Design and format public health publications focused on arts in health, Healthy Islands initiatives, and early essential newborn care (EENC).

Create visuals to support the dissemination of the Global Tobacco Control Report (GTCR).

Coordinate branding and public engagement materials for the launch of these publications.
Output 4: Internal Communication

Develop visual advocacy materials to support WHO’s PRSEAH (Protection from Sexual Exploitation, Abuse, and Harassment) initiatives.

Redesign onboarding and induction content for PRSEAH programs.

Build template systems for newsletters, internal bulletins, and network-wide announcements.
Output 5: Health Observance Campaigns

Create engaging visuals and digital content for major global health observances, including:

World Diabetes Day

International Day of Rural Women

16 Days of Activism Against Gender-Based Violence

End-of-Year Campaigns on e-cigarette risks and secondhand smoke

Output 6: Communication for Health (C4H) Strategy Support

Apply behavioral insights to content development.

Collaborate with countries to implement C4H-related strategies.

Adapt and repackage existing content in alignment with public and stakeholder input, particularly around oral health initiatives.
Qualifications
Education and Certification
-
A university degree in communications, multimedia design, visual/fine arts, international relations, or a related field is required.

Experience
-
Essential: A minimum of 5 years of professional experience in multimedia design, visual storytelling, and communications at an international level.

Desirable: Prior experience in public health communication, preferably in low- and middle-income settings or within WHO or other United Nations agencies.
Skills and Technical Knowledge

Proven skills in campaign development, storytelling, and content creation for international audiences.

Demonstrated fluency in English (verbal and written).

Hands-on experience with social media platforms, digital publishing tools, and email newsletter tools.

Proficiency in Adobe Creative Suite (InDesign, Illustrator, Photoshop, Premiere, After Effects) is highly desirable.

Familiarity with photography, video production, and content management systems such as Sitefinity is a plus.

An understanding of public health policy, health promotion, and behavior change communication strategies is beneficial.
