Background & Job Description
The Lutheran World Federation (LWF) World Service is a highly respected faith-based humanitarian and development organization operating in over 20 countries worldwide, including many in Africa. As the humanitarian arm of LWF, World Service focuses on justice, peace, reconciliation, and the promotion of human rights for all individuals, regardless of their status or background. Its approach is deeply people-centered and community-based, often working in challenging and hard-to-reach environments.
LWF World Service primarily serves vulnerable populations such as refugees, internally displaced persons (IDPs), returnees, and their host communities. Their work emphasizes livelihoods, access to quality services, protection, and social cohesion. This commitment makes LWF a key actor in the humanitarian landscape across Africa and beyond.
The Regional Emergency Hub Coordinator for Africa position is an integral role within the LWF Global Humanitarian Team, part of the larger International Programs Team. This role ensures operational support for emerging humanitarian crises and helps coordinate effective response efforts across African countries. The Coordinator will report to the Global Humanitarian Coordinator in Geneva, with administrative oversight from the country program representative where the candidate is based.
Given the nature of humanitarian emergencies, this position involves both rapid and long-term deployments to crisis-affected areas, often at short notice. When not deployed, the focus shifts toward strengthening the capacity of staff and partners to provide quality humanitarian assistance.
This role is highly operational and strategic, requiring not only excellent management and leadership skills but also a strong ethical foundation grounded in humanitarian principles and values. Extensive travel throughout Africa is expected, and candidates must be prepared to occasionally provide support outside the continent.
Tasks
The key responsibilities of the Regional Emergency Hub Coordinator for Africa include:
-
Establishing New Humanitarian Operations:
In locations without an existing LWF World Service presence, the Coordinator will spearhead the setup of emergency response operations. This involves rapid needs assessment, stakeholder engagement, and operational planning. -
Emergency Assessment and Response Analysis:

Strategic Coordination and Recommendations:
Providing expert analysis and actionable recommendations to senior leadership (Global Humanitarian Coordinator and Regional Program Coordinators) to guide the deployment of resources and responses. -
Participation in Humanitarian Clusters and Finance Mechanisms:
Actively engaging with local humanitarian coordination structures and funding mechanisms to ensure LWF’s response efforts align with broader sectoral and regional strategies. -
Supporting Existing Country Programs:
Offering technical and operational support to scale up emergency interventions, including facilitating access to additional expertise and hands-on assistance. -
Partner Assessment and Collaboration:
Identifying and evaluating potential partners to strengthen response capacity and foster effective collaboration. -
Proposal Development:
Preparing emergency appeals, concept notes, and funding proposals to secure resources for ongoing and new humanitarian operations. -
Capacity Building and Training:
Organizing and delivering training programs on emergency preparedness, disaster risk reduction (DRR), and humanitarian standards for country program staff, member churches, and partners. -
Monitoring Humanitarian Trends:
Providing updated and region-specific analyses of humanitarian challenges, vulnerabilities, and emerging risks to inform LWF’s strategic direction. -
Emergency Preparedness Planning:
Supporting country teams in developing and implementing comprehensive emergency preparedness and response plans, coordinating closely with ACT forums and other humanitarian actors.
