Background

The Global Disability Fund (GDF), formerly UNPRPD, is a multi-partner trust fund hosted by UNDP under the Bureau for Policy and Programme Support (BPPS). GDF drives disability-inclusive development worldwide, aligning its mission with the Convention on the Rights of Persons with Disabilities (CRPD) and the 2030 Agenda for Sustainable Development.

In 2025, GDF is launching a new strategy to enhance the leadership of persons with disabilities, foster transformative change, and expand global partnerships. This role plays a central part in implementing a high-impact communications strategy that will amplify GDF’s visibility, promote collaboration with the International Disability Alliance (IDA), and increase global advocacy around disability inclusion.


Duties and Responsibilities

The Communications and Outreach Specialist will:

  • Implement internal and external communication strategies, including IDA–UN GDF joint initiatives.

  • Lead outreach campaigns to engage governments, donors, UN agencies, civil society, and media influencers.

  • Coordinate visual identity, rebranding, and multimedia projects (e.g., website redesigns, storytelling, digital campaigns).

  • Oversee and manage external consultants (designers, editors, social media experts, podcast producers).

  • Ensure accessibility and inclusivity across all communication platforms and formats.

  • Monitor campaign performance using key indicators such as global reach, engagement, and donor growth.

  • Implement global campaigns (e.g., #WeLeadChange, Inclusive Cities Challenge).

  • Strengthen knowledge management by supporting the creation, capture, and dissemination of digital content.


Required Qualifications

Education

  • Master’s degree in journalism, communications, human rights, sociology, or related field with 2 years’ experience.

  • OR Bachelor’s degree in the above fields with 4 years’ experience.

Work Experience

  • Proven experience in global communications, outreach, or advocacy in development or human rights sectors.

  • Demonstrated success in multichannel communications and campaign management.

  • Experience working with international, diverse, and remote teams.

  • Strong knowledge of disability rights, accessibility, and inclusion principles.

Skills and Competencies

  • Strong leadership in implementing communication strategies.

  • Ability to manage communications across digital, social media, and traditional channels.

  • Familiarity with data storytelling, monitoring & evaluation, and evidence-based communications.

  • Knowledge of CRPD, SDGs, and international cooperation frameworks.

  • Ability to manage digital asset management (DAM) systems.

Language Requirements

  • Fluency in English (mandatory).

  • Knowledge of French and/or Spanish is an asset.


Contract Details

  • Type: International Personnel Service Agreement (IPSA-9)

  • Location: Home-Based

  • Duration: 1 Year (with possibility of extension)
