Background & Job Description
The United Nations Volunteers (UNV) programme, based in Bonn, Germany, is inviting applications from qualified professionals to undertake a consultancy focused on volunteering in humanitarian response.
The selected consultant will conduct an in-depth research study exploring the impact and integration of volunteers in humanitarian action. The research will highlight the significance of volunteerism in crisis response and its role within the UN Humanitarian Response Plans (HRPs).
This assignment aims to strengthen the evidence base for volunteer engagement in humanitarian contexts and guide future strategies for policymakers, UN agencies, and humanitarian organizations.
The consultancy is home-based with an expected start date of 01 October 2025, running for 35 working days spread over 3 months.
Tasks
The consultant will be responsible for:

Conducting a comprehensive research study on volunteering in humanitarian response.

Analyzing the role of volunteers in the design, planning, and implementation of UN Humanitarian Response Plans (HRPs).

Assessing the effectiveness, challenges, and opportunities of volunteer engagement in humanitarian contexts.

Reviewing existing literature, policies, and practices related to volunteerism in crisis response.

Developing evidence-based and actionable recommendations for policymakers, UN agencies, and humanitarian organizations.

Preparing and submitting a final research report in line with UNV standards and requirements.

Qualifications
Education and Certification

Masterβs degree in a relevant field such as Humanitarian Studies, Social Sciences, International Relations, Public Policy, or Development Studies.
Experience
-
Minimum of 7 yearsβ professional experience in research, policy formulation, or program development in the field of humanitarian response.

Proven track record in conducting research and analysis related to humanitarian or development issues.

Demonstrated experience in producing high-quality reports and policy briefs.

Strong writing and analytical skills in English.

Knowledge of additional UN languages (e.g., French, Spanish, Arabic) is an asset.
