UN Women is seeking a qualified candidate to fill the position of Gender Research and Data Specialist at the P3 level. This position is based in Seoul, Republic of Korea, and offers a 1-year fixed-term appointment. The role is designed for an individual who possesses expertise in gender research, data analysis, and policy analysis, with a strong focus on gender equality, women’s empowerment, and the advancement of the Sustainable Development Goals (SDGs). Background
UN Women, founded with the vision of achieving gender equality, aims to eliminate discrimination against women and girls, empower women, and ensure that women and men are equal partners in development, human rights, humanitarian action, and peace and security. Established in 2021 with support from the Ministry of Gender Equality and Family (MOGEF) of the Republic of Korea, the UN Women Centre in Korea focuses on advancing gender equality, women’s empowerment, and the rights of women and girls. Its core activities include gender capacity-building training, research, data production, and advocacy. These efforts are aligned with the 2030 Agenda for Sustainable Development, focusing on key areas such as the care economy, technology-facilitated gender-based violence, and multistakeholder partnerships for gender equality.
In this context, the Gender Research and Data Specialist will play an instrumental role in leading research initiatives, providing technical expertise, and contributing to the data analysis efforts aimed at documenting the gender dimensions of the SDGs, specifically focusing on the Six Transitions. This specialist will work closely with teams at the UN Women Regional Office (RO) for Asia and the Pacific, as well as with government agencies, development partners, and other stakeholders in the region.
Key Functions and Responsibilities
The Gender Research and Data Specialist will be responsible for managing research, data analysis, and policy development efforts in collaboration with various UN Women teams, including those at the HQ and Regional Office (RO). Key functions include:
- Research and Data Analysis Management:
- Design the Centre’s research and data analysis plan, in close collaboration with teams at UN Women HQ and the Regional Office for Asia and the Pacific.
- Conduct research on key gender equality issues, focusing on emerging topics, including gender-based violence, care economy, and technology-facilitated violence.
- Lead efforts to integrate gender data into the broader framework of the SDGs, with a focus on cross-cutting issues that intersect with other development goals.
- Commission and manage research projects, ensuring quality and relevance in alignment with international statistical standards.
- Contribute to the drafting of analytical publications, following peer review and quality assurance processes.
- Manage the budgetary and technical aspects of research initiatives, providing technical advice and ensuring synergies with other teams.
- Capacity Building:
- Develop and implement a training plan for gender statistics and data, in close coordination with HQ and Regional Office teams.
- Provide technical support for the implementation of gender data training, and create training materials that comply with international statistical standards.
- Facilitate the capacity building of government agencies, UN Women staff, and external partners in gender statistics and research methodologies.
- Strategic Partnerships:
- Build and maintain strong partnerships with governments, donors, civil society organizations, and other relevant stakeholders to advance the objectives of gender equality and women’s empowerment.
- Co-lead the work of expert groups and networks of statisticians, particularly on emerging issues like technology-facilitated violence against women.
- Maintain close collaboration with the Regional Office and other relevant UN Women teams to strengthen partnerships and ensure alignment with global gender equality frameworks.
- Knowledge Management and Sharing:
- Lead efforts to identify and share lessons learned and best practices related to gender research, data collection, and analysis.
- Foster knowledge exchange between the HQ, Regional Office, and country offices, ensuring that key insights and findings are disseminated to the broader UN Women network.
- Additional Responsibilities:
- The Gender Research and Data Specialist will also be responsible for participating in Steering Committee meetings, project reviews, and evaluations, as well as contributing to regional monitoring and reporting on research and data.
- Provide guidance and mentorship to colleagues and external partners working on research and data projects, helping them to implement Results-Based Management (RBM) tools and establish performance indicators.
Required Qualifications and Experience
The ideal candidate will have the following qualifications and experience:
- Education:
- A Master’s degree or equivalent in statistics, economics, social sciences, gender/women’s studies, international development, or a related field.
- A first-level university degree, combined with two additional years of relevant experience, may be accepted in lieu of an advanced degree.
- Experience:
- At least 5 years of progressively responsible experience in designing, planning, and implementing research and data analysis projects, ideally with a focus on gender and women’s empowerment.
- Experience in producing gender statistics, social statistics, and intersectional statistics, in line with international statistical standards.
- Expertise in statistical software packages such as STATA, R, or Python, including the ability to write syntax for analyzing microdata.
- Proven ability to manage research projects, coordinate with government agencies, and liaise with donors and other key stakeholders.
- Skills and Competencies:
- Excellent written and oral communication skills, including the ability to produce high-quality, clear, and concise research outputs.
- Strong analytical and problem-solving skills, with the ability to synthesize complex data into actionable insights.
- Proficiency in using information technology, management tools, and executive information systems to enhance office performance.
- Proven expertise in strategic planning, goal-setting, and prioritization of tasks.
- Ability to establish and maintain positive working relationships with UN Women colleagues, governments, and other stakeholders.
- Language Requirements:
- Fluency in English is required.
- Knowledge of Korean and/or another official UN language (e.g., French, Arabic, Chinese, Russian, Spanish) is desirable.
