Background: Strengthening  Child Protection Framework

UNICEF, the world’s leading child rights organization, works in over 190 countries and territories to defend every child’s right to survive, thrive, and fulfill their potential. UNICEF partners with the Government of the Republic of  protecting children from poverty, abuse, and violence.

This consultancy supports the Ministry of Community Development and Social Services (MCDSS) in harmonizing various case management tools currently used at district and community levels by District Social Welfare Officers (DSWOs), Community Development Assistants (CDAs), Community Welfare Assistance Committees (CWACs), and NGO partners. This harmonization is crucial to building a standardized national case management system that improves service delivery, enhances data quality, and informs child protection policies.


Purpose and Scope of Work

The selected consultant will work closely with MCDSS and UNICEF to consolidate existing tools, develop a quality assessment framework, and establish secure data protection protocols for child protection case management. Once completed, the harmonized tools will inform the customization of national Child Protection Information Management System Plus (CPIMS+), covering areas such as:

  • Child marriage

  • Violence against children

  • Children in conflict with the law

  • Migrant and refugee children

  • Children in alternative care

  • Circumstantial children

The consultant will ensure alignment across all levels—national, provincial, district, and community—and help develop a framework for evaluating the quality, efficiency, and impact of the child protection case management system.


Key Tasks and Deliverables

  • Conduct a comprehensive review of all existing tools and protocols in use across districts and by partners.

  • Facilitate consultations and workshops with stakeholders to identify best practices and gaps.

  • Develop harmonized case management tools for government and partner use.

  • Create a case management quality assessment framework tailored to MCDSS operations.

  • Develop and document standard operating procedures (SOPs) for data protection and information security.

  • Ensure the tools and SOPs can be integrated into the CPIMS+ platform

Required Qualifications and Experience

To be considered for this role, candidates must demonstrate a strong background in data systems, social sciences, and child protection:

Education:

  • Master’s degree in computer science, social/behavioral sciences, community development, sociology, anthropology, or related fields.

Experience:

  • At least 5 years of progressive experience in designing and deploying national case management or information systems.

  • Proven track record in data collection, analysis, and management.

  • Ability to build systems from the ground up in collaboration with multiple stakeholders.

  • Previous work in child protection or related fields is highly desirable.

  • Strong writing and communication skills in English.

Competencies:

  • Strong leadership and ability to manage complex tasks independently.

  • High integrity, discretion, and ability to uphold UNICEF’s safeguarding principles.

  • Ability to work with diverse teams and under tight deadlines.
