The Pacific region is facing considerable economic and social development challenges due to the increasing impact of climate change and geo-hazards. At the same time, development in these countries is potentially increasing this vulnerability to climate change and disasters. The Framework for Resilient Development in the Pacific (FRDP), endorsed in 2016 by Pacific leaders, demonstrates a clear recognition that managing climate change and disaster-related risk must be undertaken in the context of economic development and the achievement of the Sustainable Development Goals (SDGs).

The Governance for Resilience Project works with Pacific governments to ensure that countries adapt their decision-making and governance systems towards more resilient development. The project’s theory of change rests on a core assumption that Pacific Island people will be more resilient to the impacts of climate change and disasters if countries manage all development through a risk-informed approach. This is consistent with the Framework for Resilient Development in the Pacific which calls for the β€˜mainstreaming’ of climate and disaster risk, treating risk management as fundamental to all development decisions.

The Gov4Res Project works across three outcomes to address these risks by developing:

  1. Government planning and financing systems that enable gender and socially inclusive risk-informed development.
  2. Country oversight and accountability systems that require gender and socially inclusive risk-informed development.
  3. Regional organizations, policies, and practices that actively support gender and socially inclusive risk-informed development.

UNDP is partnering with a range of partners to deliver this project across the Pacific, including the Australian Department of Foreign Affairs and Trade (DFAT), the New Zealand Ministry of Foreign Affairs and Trade (MFAT), the Korea International Cooperation Agency (KOICA), and the Swedish International Development Cooperation Agency (SIDA).

Under the guidance and direct supervision of the Governance for Resilience Project Manager based in the UNDP Pacific Office in Fiji, the Monitoring, Evaluation, and Learning Specialist will be responsible for the development and ongoing implementation of the Gov4Res MEL Framework. The NPSA will report to the UNDP Governance for Resilient Development in the Pacific Project Manager.

Duties and Responsibilities

Contribution to Development of MEL Framework:

  • Develop and implement the MEL framework for the project, including strategy, operational plan, and activities.

Project Monitoring and Evaluation:

  • Lead project monitoring and evaluation, providing technical guidance and support to regional and country teams in implementing the monitoring strategy.
  • Conduct monitoring visits, consolidate results, and report on project performance.

Learning, Knowledge Management, and Reporting:

  • Manage, maintain, and enhance knowledge-sharing for the project team and stakeholders to expand capacities and expertise.
  • Encourage knowledge-sharing on best practices in risk governance.

Capacity Building:

  • Work closely with the core Governance for Resilience team and country teams to provide support, on-the-job coaching, training, and development to enhance planning, monitoring, and evaluation skills.

Other Tasks:

  • Perform any other tasks assigned by the supervisor.

Monitoring, Evaluation, and Learning Analyst.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in International Relations, Public Policy, Political Science, Economics, Statistics, or related field with strong data analysis training.
  • A first-level university degree (Bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Minimum 2 years of relevant experience (with a Master’s degree) or 4 years of relevant experience (with a Bachelor’s degree) in development programming, design, implementation, and measuring and reporting results, relating to SDGs and multiple cross-cutting issues such as climate change and gender equity.
  • Expertise in results measurement methodologies, including familiarity with cutting-edge MEL methods, designing results frameworks, and evaluating development results.
  • Demonstrated experience in applying qualitative/participatory research methods; linking planning to M&E; results-based approaches.
  • Experience in both qualitative and quantitative data collection and analysis.
  • Experience in rendering M&E results using different media and reporting to multiple donors and partners.
  • Experience working across the Pacific, preferably at both national and regional levels.
  • Positive, constructive attitude to work.
  • Displays cultural, gender, religion, race, nationality, and age sensitivity and adaptability.
  • Demonstrates integrity and ethical standards.

Required Language:

  • English language proficiency.
