The Position:

As an Admin – Finance Assistant for the project “Asegurando el derecho a una vida libre de violencia en contextos interculturales y en situaciΓ³n de emergencia,” you will support the administrative and financial management of the second year of the project’s second phase. This position reports to the Project Manager.

Key Functions and Expected Results:

1. Project Implementation and Logistics Management:

  • Work Plan and Budget Registration: Support the registration and review of work plans and budgets in corporate financial and programmatic systems (ERP).
  • Administrative Support: Provide necessary administrative support to ensure the project’s administrative-financial implementation complies with UNFPA regulations, procedures, and policies.
  • Procurement Plan Management: Prepare and update the project’s procurement plan monthly or as required.
  • Vendor Screening: Assist in the screening process for vendors.
  • Procurement Committees: Support participation in various procurement committees as needed.
  • Acquisition Processes: Assist in micro-purchases, requests for quotations, and communication with suppliers.
  • Logistical Coordination: Coordinate and provide logistical support for missions related to the project.
  • Consultant Contracts: Manage requirements and documentation for contracting consultants.
  • Event Organization: Provide administrative support for events organized by the project.
  • Other Duties: Perform additional tasks as needed throughout the contract period.

2. Financial Administration and Document Management:

  • Compliance: Perform tasks in full compliance with financial regulations, policies, and procedures, including internal controls.
  • Budget Reviews: Conduct budget reviews and financial tracking of project budget execution.
  • Financial Tracking: Identify progress, challenges, and propose actions to ensure timely and quality budget execution.
  • Detailed Reviews: Review and verify financial transactions, activities, and documentation; take corrective actions as necessary.
  • Payment Requests: Prepare payment requests, validate documents for supplier creation and screening, and follow up on payments.
  • Administrative Support for IPs: Support the registration and follow-up of Implementing Partners (IPs) in administrative and financial functions related to work plans.
  • IGV Recovery: Assist in the registration of work plans with APCI and the IGV recovery process.
  • Document Preparation: Prepare, organize, and distribute all project-related documents, including correspondence, contracts, and financial reports.
  • Archiving: Ensure proper filing of project documents in the IDocs document management system.
  • Contact List Maintenance: Maintain an updated contact list aligned with the Country Office’s general list.

3. Monitoring and Reporting:

  • Budget Planning: Assist the Project Manager in budget planning and monitoring activities based on the resource and results framework.
  • Financial Monitoring: Track financial execution of projects.
  • Report Preparation: Assist the Project Manager in preparing financial reports.
  • Evaluation Support: Prepare documents and reports for project evaluations, spot checks, micro assessments, and audits.

Qualifications:

  • Education: Bachelor’s degree in economics, administration, accounting, business engineering, or related fields.
  • Experience: Minimum of 7 years of relevant experience in administrative, financial, procurement, and/or project-related roles.
  • UN Experience: Previous experience with UN organizations, international bodies, or cooperation agencies is advantageous.
  • Humanitarian Projects: Experience in humanitarian response projects or gender-based violence projects is desirable.
  • ERP Systems: Knowledge of updated ERP systems (Quantum and QuantumPlus) is preferred.
  • Teamwork: Strong teamwork abilities.
  • Analytical and Reporting Skills: Capable of analytical thinking and report writing.
  • Technical Skills: Proficient in IT systems like QuantumPlus and office applications (Google Suite, MS Office).
  • Languages: Fluency in Spanish (oral and written) and intermediate proficiency in English.
  • IT Systems: Proficient in Windows, Internet, and office applications.
