Introduction
The United Nations Secretary-General initiated a comprehensive reform on January 1, 2019, aimed at enhancing the effectiveness and efficiency of the UN Development System in line with the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs). As part of this transformative process, the UN Resident Coordinator Offices (UN RCOs) play a crucial role under the leadership of an independent UN Resident Coordinator. This Coordinator acts as the Representative of the UN Secretary-General and is the highest-ranking official of the UN Development System at the country level. These offices are instrumental in supporting countries to achieve their development priorities and SDG targets.
Job Overview
The Development Coordination Officer, Programme Communications and Advocacy, based in Kabul, Afghanistan, will be an integral part of the United Nations Resident Coordination Office (RCO). Reporting to the Senior Development Coordination Officer, Strategic Planning, and the RCO Team Leader/Head of Office, the incumbent will be responsible for leading the strategic development and implementation of the partnership communications Ignite Framework. The role involves developing and managing cross-functional communication plans in coordination with relevant divisions, building relationships with key communication actors, and identifying reputation risk issues for effective crisis communication management.

Responsibilities
- Strategy and Management
- Lead the strategic development and contextualized implementation of the partnership communications Ignite Framework.
- Develop and manage the implementation of the communications business plan/strategy for the RCO.
- Coordinate cross-functional communication plans with relevant divisions.
- Build relationships with media, donors, UN humanitarian, and local actors for effective communication outreach.
- Identify reputation risk issues and implement recovery plans, crisis communications as per World Vision Global brand guidelines.
- Media, Campaigns & Brand
- Develop and maintain professional relationships with media, including international media through coordination with regional communications and Support Offices.
- Ensure WVU field staff are aware of and understand World Vision social media guidance.
- Act as a spokesperson for media when needed and train internal spokespersons/champions.
- Monitor news and sector coverage concerning or affecting World Vision Afghanistan, including reports from local language media outlets.
- Lead the facilitation of media and VIP visits to project locations within WVU.
- Capacity Building, Internal Coordination, and Collaboration
- Develop and deliver communication capacity-building training to World Vision staff and implementing partners.
- Strategically plan and improve partnersβ coordination, communication, and support to facilitate high donor deliverables.
- Coordinate with the WVU resource development/grants/partnership manager and Support Offices to strategically plan for capacity building needs and develop appropriate materials towards generating funding.
- Content Management
- Manage the production of multimedia resources, both through field level and partnership level support.
- Manage the production of written materials including stories and reports (annual report, capacity statements, etc.).
- Ensure materials produced contribute to the positioning of World Vision in Afghanistan and have meaningful child participation, wherever possible.
- People Management
- Effectively manage the workload of direct reports.
- Ensure performance plan(s) and review(s) are done periodically for staff within the unit.
- Support individual team member(s) in achieving his/her performance management and learning goals.
Qualifications and Experience
- Required Professional Experience
- At least five yearsβ experience in communications or journalism with at least two yearsβ experience working within an INGO.
- Strong communication skills, ability to facilitate the collection of photo, video, story, and social media resources.
- Ability to work in difficult, insecure, and stressful conditions.
- Demonstrated ability to think strategically, research, manage workload, and meet deadlines.
- Proven field communications experience in emergency settings and/or fragile contexts.
- Proven ability to lead a team.
- Excellent networking, relationship building, and people management skills.
- Excellent spokesperson skills.
- Full adherence to World Vision Child Protection, Code of Conduct, and Conflict of Interest policies.
- Required Education, Training, License, Registration, and Certification
- Bachelorβs Degree in journalism, media and communications, or another related field.
- Preferred Knowledge and Qualifications
- Photography and filmmaking skills highly desirable.
- Journalism experience is highly desirable.
- Understanding of the NGO sector is a desirable advantage.
