Background & Job Description

The United Nations Development Programme (UNDP), through its partnership with the National Council of Justice (CNJ), is expanding the Fazendo Justiça Programme—an initiative focused on improving Brazil’s prison and juvenile justice systems. This recruitment is specifically for the role of Associado Técnico Estadual – Eixo 2 – Sistema Socioeducativo, based in one of three state capitals: Teresina (PI), Salvador (BA), or Campo Grande (MS).

This full-time, office-based position is aligned with Axis 2 (Eixo 2) of the programme, which focuses on strengthening the juvenile justice system (sistema socioeducativo). The goal is to guarantee the rights of adolescents who are undergoing judicial processes or serving socio-educational measures, in line with national and international human rights standards.

The selected Technical Associate will be embedded within local court systems and will serve as a key facilitator for implementing strategic actions, mobilizing local actors, and technically advising CNJ and UNDP teams. Activities range from planning and capacity building to monitoring and evaluation of state-level initiatives aimed at transforming Brazil’s juvenile justice landscape.

Tasks

As a Technical Associate for Axis 2, your key responsibilities will include:

  • Developing local diagnostics related to juvenile justice and rights-guarantee systems.

  • Supporting the development and implementation of state-level strategic action plans in partnership with courts and other stakeholders.

  • Facilitating coordination among local actors in the juvenile justice system.

  • Advising on and promoting improvements in intake processes, vacancy management, judicial inspections, post-measure support, and anti-torture mechanisms.

  • Supporting judicial and civil society training programs in accordance with CNJ guidelines.

  • Designing and implementing local communication and advocacy strategies focused on the rights of adolescents in conflict with the law.

  • Monitoring the execution of planned activities in the assigned state and reporting results.

  • Contributing to knowledge sharing by systematizing good practices and lessons learned.

  • Providing technical support to other project consultants and assisting with transversal program actions under Axis 6 (knowledge and project management).

This role is critical to ensuring the continuity, quality, and effectiveness of project implementation across the three assigned states.


Qualifications

Education and Certification:

  • Bachelor’s degree with at least 4 years of relevant work experience;
    OR

  • High school certificate with at least 7 years of relevant professional experience.

Languages:

  • Required: Fluency in Portuguese.

  • Desired: Knowledge of English is an asset.

Other Qualifications:

  • Experience working with justice or socioeducational systems, public policy, or human rights initiatives.

  • Strong skills in project management, stakeholder engagement, and interinstitutional coordination.

  • Ability to work independently and collaboratively in complex, multi-actor environments.

  • Familiarity with UN/UNDP values, particularly in diversity, inclusion, and equity.
