The World Food Programme (WFP) is currently recruiting a Programme Policy Officer – Funds Management (NOA) to join their Zimbabwe Country Office in Harare. This full-time position supports the effective planning, use, and monitoring of programme funds, ensuring that operations are aligned with financial resources and donor requirements.
WFP is the 2020 Nobel Peace Prize laureate and a leader in emergency food assistance and long-term development. With over 90 countries of operation, WFP continues to deliver lifesaving and life-changing support globally, including in Zimbabwe where they work closely with the government, communities, and NGOs.
This role is central to the successful implementation of Zimbabwe’s Country Strategic Plan (CSP 2022–2026), covering crisis response, resilience building, nutrition improvement, and capacity strengthening.
Tasks
As a Programme Policy Officer (Funds Management), your key responsibilities will include:

Designing and maintaining the funds management structure within the Programme Unit.

Monitoring fund allocation and expenditure, ensuring timely and accurate fund usage according to donor expectations and WFP policies.

Working closely with Activity Managers, Finance, Supply Chain, and Resource Management to synchronize budgets and available funds.

Supporting the preparation of project budgets, budget revisions (BRs), and implementation plans (IPs).

Tracking spending trends and alerting relevant stakeholders about under or over-expenditure.

Preparing ad hoc and regular reports on fund utilization for internal and external use.
-
Liaising with the Resource Management and Finance teams for accurate fund reporting.

Performing other finance-related duties as assigned by the Head of Programme.
This role is pivotal in helping WFP Zimbabwe deliver humanitarian and development programmes effectively, efficiently, and transparently.

Qualifications
🎓 Education & Certification

Advanced University Degree in:
-
International Affairs,
-
Economics,
-
Nutrition/Health,
-
Agriculture,
-
Environmental Science,
-
Social Sciences, or other fields relevant to international development assistance.

OR a First University Degree with additional years of related work experience and/or specialized training.
💼 Experience
-
At least 1 year of post-graduate, progressively responsible professional experience in:

Funds management,
-
Budget planning,
-
Resource tracking and utilization in international development or humanitarian work.

🗣 Language
-
Fluency in English (Level C) is mandatory.
-
Knowledge of local languages in Zimbabwe is an added advantage.

Skilled in managing operational budgets and willing to expand on financial reporting skills.

Experience working with large datasets, extracting trends and simplifying complex financial information.
