The Bangkok-based Programme Manager – SOYEE role is a central position within the Thailand Programme Unit (THA PU). The selected candidate will be responsible for leading the Skills and Opportunities for Youth Employment and Entrepreneurship (SOYEE) programme. This initiative is designed to empower vulnerable young people, particularly adolescent girls and marginalized youth, by improving their access to quality skills training, entrepreneurship pathways, and decent employment opportunities.
The Programme Manager will manage all aspects of programme delivery, from strategic planning to monitoring and evaluation, while ensuring that activities are aligned with Plan International Thailand’s Programme Strategic Plan (TPSP). Tasks
The Programme Manager – SOYEE will report to the Programme Director and will be responsible for the following key tasks:
Programme Management & Implementation

Lead the overall implementation of the SOYEE programme within the Thailand Programme Unit.

Ensure all project activities are delivered on time, within scope, and according to the allocated budget.

Oversee programme quality by ensuring initiatives are evidence-based, innovative, and aligned with youth employment best practices.

Regularly monitor programme outcomes and prepare detailed progress reports.
Strategic Engagement & Advocacy

Contribute to the implementation of the national influencing plan for SOYEE, ensuring alignment with Plan International’s broader strategic objectives.

Represent Plan International in meetings with government ministries, local authorities, INGOs, and working groups.

Build partnerships with key stakeholders to expand the reach and impact of SOYEE initiatives.
Team Supervision & Capacity Building

Supervise project staff working on SOYEE, as well as training providers involved in project delivery.

Provide mentorship, technical support, and performance evaluations to ensure staff capacity is strengthened.

Facilitate professional development opportunities for team members to enhance their skills in programme delivery.
Fundraising & Resource Mobilization

Lead the development of high-quality project proposals for SOYEE initiatives.

Work closely with the fundraising team to secure donor funding and partnerships that sustain and expand programme delivery.

Ensure accurate financial monitoring and budget compliance for all SOYEE projects.
Reporting & Documentation

Contribute to the preparation of periodic reports to donors, government counterparts, and internal management teams.

Document best practices, success stories, and lessons learned to strengthen future programme design.

Collaborate with the communications team to highlight SOYEE’s achievements in public-facing platforms.

Qualifications
Education and Certification
-
A Bachelor’s degree in international development, social sciences, economics, education, or a related field is required.

A Master’s degree in development studies, project management, or a relevant discipline would be an asset.
Experience
-
Minimum of 5 years of professional experience in programme management, preferably in youth employment, education, or livelihoods programmes.

Demonstrated ability to manage complex, multi-stakeholder projects.
-
Proven experience in staff supervision, donor reporting, and proposal writing.
-
Previous work experience with INGOs, UN agencies, or multilateral organizations is desirable.
Skills and Competencies

Strong leadership and team management skills with the ability to motivate staff and partners.

Excellent project planning, budgeting, and monitoring skills.

Ability to communicate effectively in English (written and spoken). Knowledge of Thai is highly desirable.

Experience in fundraising, donor engagement, and partnership building.

Strong commitment to gender equality, child protection, and youth empowerment.

Proficiency in using standard office software, project management tools, and data analysis applications.
