Background & Organizational Context

The United Nations Development Programme (UNDP) is the UN’s global development arm, operating in 180 countries with over 17,000 staff and managing an annual budget of USD 5 billion. The UNDP office in Skopje manages projects in environmental protection, good governance, and social inclusion, with a portfolio worth over USD 15 million annually.

UNDP is seeking a Project Manager to lead two strategic projects in partnership with the City of Skopje:

  1. Resilient Skopje: Enhancing the city’s ability to respond to climate change, air pollution, and environmental challenges while improving municipal services.

  2. ICT for Urban Resilience: Strengthening the City of Skopje’s administrative capacities through innovative ICT solutions and increasing urban resilience.


Key Project Activities

Resilient Skopje Core Activities:

  • Installing a “green roof” on the GTC shopping center.

  • Greening the slopes of the Kale Fortress.

  • Transforming 12 urban blight areas into “green” spaces.

  • Leading advocacy campaigns to reduce air pollution from wood-burning and other sources.

  • Upgrading valorization studies for protected areas such as Canyon Matka and Vodno.

  • Managing municipal research projects, including biotope mapping, groundwater studies, and green corridor designs along the Serava River.

  • Collaborating with the city’s innovation lab to redesign administrative processes based on citizen input.

ICT for Urban Resilience Core Activities:

  • Skopje Green Cadaster – Phase III.

  • Identifying sustainable sources of technical water for industry, private sector, and communal enterprises.

  • Developing an action plan for urban heat islands and implementing priority actions.

  • Creating an external plan for technical and technological disasters.

  • Updating the Register of Underground Wells for Skopje.

  • Upgrading the Erosion GEO-database and developing thematic GIS maps.

  • Revising the Vodno erosion and flash flood protection system.

  • Reporting progress on the implementation of the Resilient Skopje Strategy.


Duties and Responsibilities

The Project Manager will:

  1. Project Management:

    • Ensure delivery of technical, operational, financial, and administrative outputs.

    • Track progress using monitoring, evaluation, and reporting tools.

    • Develop detailed project workplans, including milestones, stakeholder roles, and responsibilities.

    • Manage risks and ensure compliance with UNDP’s internal control framework.

    • Prepare project progress and financial reports for donors and stakeholders.

  2. Stakeholder Engagement:

    • Maintain collaborative relationships with municipal authorities, donors, and project partners.

    • Coordinate quality assurance of expert inputs and ensure coherence of project activities.

    • Identify opportunities to deepen cooperation and address stakeholder needs effectively.

  3. Alignment with UNDP Priorities:

    • Ensure gender equality, democratic governance, social inclusion, and disaster resilience in all project activities.

    • Promote accessibility for persons with disabilities.

    • Collaborate with other UNDP projects to leverage synergies and enhance impact.

    • Communicate project objectives and achievements clearly to stakeholders and the public.

Required Education & Experience

  • Education: University degree in Environmental Engineering, Biology, Forestry, Civil Engineering, Architecture, Law, Economics, or related field.

  • Experience:

    • Minimum 5 years (or 3 years with a Master’s degree) in environmental protection, nature protection, or climate change.

    • Experience in project management, program coordination, and monitoring.

    • Familiarity with municipal rules and procedures, especially in Skopje, is an asset.

    • Demonstrated ability to liaise with government, NGOs, private sector, and academic institutions.

  • Languages: Excellent written and spoken English and Macedonian; knowledge of Albanian or other local languages is an advantage.
