Project Analyst on Governance and Gender (Home-Based)

Summary:
The United Nations Development Programme (UNDP) is a leading organization within the United Nations system, dedicated to eradicating poverty and reducing inequalities and exclusion. Within this framework, the UNDP Regional Bureau for Latin America and the Caribbean seeks a Project Analyst on Governance and Gender. This home-based position is pivotal in promoting gender equality and governance through policy development, project implementation, and technical assistance.

As a Project Analyst on Governance and Gender, you will play a critical role in supporting the recognition of Gender Equality in Public Administration. This includes developing and implementing policies that promote gender equality within public institutions, thus contributing to the broader goal of achieving substantive equality between men and women. The position is home-based, offering flexibility while engaging with a diverse range of stakeholders across the region.

Key Responsibilities:
The Project Analyst will undertake various responsibilities, divided into three main areas: Policy Research and Development, Project and Programme Implementation, and Knowledge Management and Communication.

  1. Policy Research and Development:
  • Conduct comprehensive data analysis and situation assessments on gender issues at the regional level.
  • Support the development and implementation of regional partnership strategies involving the UN, academia, civil society, the private sector, NGOs, and CSOs.
  • Engage in UN interagency coordination, providing research insights and supporting policy development, particularly focusing on country-specific contexts.
  • Develop policy briefs, reports, and other documentation to support the advocacy and policy dialogue on gender equality and governance.
  1. Project and Programme Implementation:
  • Actively contribute to the daily implementation of projects, ensuring alignment with expected results and project work plans.
  • Provide technical assistance to UNDP country offices, helping them to integrate gender perspectives into their development strategies.
  • Support national and international consultants in executing tasks that contribute to project outcomes.
  • Monitor and evaluate project progress, ensuring adherence to timelines and quality standards.
  • Identify and address challenges and bottlenecks in project implementation, proposing solutions to enhance efficiency and impact.
  1. Knowledge Management and Communication:
  • Collect, document, and maintain information on project activities, lessons learned, and best practices.
  • Develop and review knowledge products in collaboration with the Regional Hub teams, ensuring they reflect current trends and insights.
  • Share lessons learned and programme evaluation results with relevant stakeholders to inform future project designs.
  • Facilitate knowledge exchange and capacity-building activities, such as workshops and webinars, to promote understanding and implementation of gender equality policies.

Qualifications:
To qualify for the position of Project Analyst on Governance and Gender, candidates must meet the following educational and experience requirements:

  • Education:
  • A Master’s Degree in Economics, Gender in Development, Business Administration, Social Sciences, or a related field, with a minimum of two years of relevant experience.
  • Alternatively, a Bachelor’s Degree in the aforementioned fields, with a minimum of four years of relevant experience, will also be considered.
  • Experience:
  • Demonstrated experience in the implementation of projects and programmes focused on gender equality and women’s empowerment.
  • Experience in working in developing country settings, with a deep understanding of the unique challenges and opportunities in these contexts.
  • Proficiency in using office software packages (MS Word, Excel) and web-based management systems.
  • Experience in developing partnerships with a diverse range of stakeholders, including UN agencies, academia, civil society, and the private sector.
  • Familiarity with the UN system or other development organizations is highly desirable.
  • Experience in designing and implementing training programs and participatory methodologies related to gender equality is an asset.
  • Knowledge of databases and data visualization tools is advantageous.
  • Strong research, data analysis, and information synthesis skills are essential.

Languages:

  • Fluency in English and Spanish is required.
  • Working knowledge of a third UN language relevant to the region, such as Portuguese or French, is an asset.

Background:
The UNDP Regional Bureau for Latin America and the Caribbean established the Regional Hub to bring corporate and regional policy and advisory support closer to where they are needed on the ground. The Hub aims to be more responsive to country programme needs and to strengthen local capacities by offering technical support and a trustworthy source of knowledge, experiences, and resources. The Hub serves 26 countries in Latin America and the Caribbean.

The Gender Area of the UNDP Regional Hub leads the implementation of the corporate Gender Equality Strategy in the region. This involves implementing regional projects, providing technical assistance to other regional teams and country offices, and working with counterparts to mainstream the gender approach in their results and development strategies. The Gender Area focuses on various thematic sub-areas, including governance and gender, environment, inclusive growth and social protection, private sector and SMEs, and ending violence against women and girls.

The Recognition of Gender Equality in Public Administration grants recognition to efforts made by institutions at three levels: political commitment and management, management of the public policy cycle, and organizational and institutional management. The Project Analyst on Governance and Gender will support these efforts by developing and implementing policies that promote gender equality within public institutions.
