UNICEF is recruiting a Health Officer, Polio Vaccine Management for its Nigeria Country Office in Abuja on a temporary appointment (NO-B). This position plays a vital role in stopping circulating vaccine-derived poliovirus type 2 (cVDPV2) outbreaks in Nigeria, ensuring efficient polio vaccine forecasting, cold chain management, stock accountability, and data-driven vaccine distribution. Background & Job Description

UNICEF has prioritized polio eradication as a global public health emergency. Despite Nigeria’s certification as Wild Polio Virus (WPV) free in 2020, the country is facing a resurgence of cVDPV2 with over 116 cases reported by December 2024. As such, aggressive immunization campaigns and outbreak responses are critical to stopping the virus’s spread.

As part of this effort, the Health Officer (Polio Vaccine Management) will work closely with the National Emergency Operations Centre (EOC) and UNICEF’s Supply and Programme units to manage vaccine stock, ensure cold chain logistics, monitor utilization, and support accountability frameworks through digital tools and field coordination.


Key Tasks & Responsibilities

Under the guidance of the Health Specialist (Vaccine Management), you will:

1. Pre-Campaign Planning

  • Collaborate with EOC logistics and partners to forecast polio vaccine needs.

  • Adapt standard operating procedures (SOP-VM2, SOP-nOPV2) to Nigeria’s context.

  • Liaise with UNICEF Supply unit for international/national shipments of vaccines (e.g., bOPV, nOPV2).

  • Maintain inventories and conduct gap analyses on cold chain assets three months prior to campaigns.

2. Campaign Implementation Support

  • Ensure proper storage and distribution of vaccines.

  • Track and supervise vaccine utilization per macro/micro SIA plans.

  • Record and report stock balances during and after each campaign round.

3. Post-Campaign Vaccine Accountability

  • Track usage via Vaccine Accountability Reports (VAR forms).

  • Analyze reports and coordinate disposal/retrieval of vaccine vials as per WHO/national guidelines.

  • Summarize post-campaign reports including Form A and coordinate Independent Monitor (IM) sign-off.


Expected Outputs

  • Comprehensive vaccine accountability reports after every polio campaign.

  • Updated monthly cold chain inventory and mitigation reports.

  • Weekly/monthly stock tracking and distribution updates.

  • Regular Vaccine Management (VM)/RRT dashboard reporting.

  • Final assignment report and post-campaign evaluation.

 Qualifications: Education & Certification

To be eligible, you must have:

  • A Bachelor’s degree in Pharmacy, Medicine, Public Health, Engineering, or Physical Sciences.

  • An advanced degree in a relevant field (e.g., supply chain management, medical logistics).

  • Equivalent qualifications in transport, logistics operations, or supply systems may also be accepted.


Experience & Skills

You should bring:

  • At least 2 years of experience in public health programme management, including 1 year in immunization.

  • Direct experience with polio vaccine logistics, cold chain planning, or supply chain operations.

  • Knowledge of:

    • Vaccine management systems (nOPV2, tOPV, bOPV).

    • Inventory control, ordering/distribution strategies.

    • Health system strengthening and supply chain performance evaluation.

  • Ability to train, analyze data, and develop actionable reports.

  • Experience working with ministries of health, NPHCDA, or EOC is an advantage.

  • Digital tool proficiency (MS Office Suite, ODK, DHIS2, eLMIS, etc.) is highly desirable.


Language Requirements

  • Fluency in English is mandatory.

  • Knowledge of another UN language (Arabic, Chinese, French, Russian, Spanish) or local Nigerian language is a plus.
