🌱 Background & Job Description
UNDP Bangladesh is seeking an experienced Project Manager to lead the second phase of its Inclusive Budgeting and Financing for Climate Resilience (IBFCR) project. As part of the Sustainable Financing Initiative (2024–2026), this project builds on earlier efforts to embed climate responsiveness into Bangladesh’s national and local budgeting and financial systems.
The IBFCR II project is central to UNDP’s mission of advancing the Sustainable Development Goals (SDGs) and aims to:

Integrate climate considerations into the planning and budgeting frameworks of government ministries and agencies

Strengthen climate public finance tracking systems

Build institutional capacity for climate governance at national and subnational levels

Promote gender equity and inclusivity in public financial management (PFM)
This national-level position is based in Dhaka and involves close collaboration with Bangladesh’s Ministry of Finance, parliamentarians, local governments, and other oversight institutions such as the Implementation Monitoring and Evaluation Division (IMED) and the Office of the Comptroller and Auditor General (OCAG).
🧭 Duties and Responsibilities
The Project Manager will report to the Programme Specialist – Climate Change, Resilience, and Inclusive Growth at UNDP and will have full responsibility for managing the project life cycle—from strategic planning and implementation to stakeholder engagement and reporting.
🔹 Project Management

Lead results-based project planning, budgeting, and implementation.

Ensure timely and high-quality financial delivery, risk management, and adaptive planning.

Oversee procurement, audits, evaluations, and annual work plans.

Supervise project teams and consultants, including performance management.
-
Coordinate all deliverables, knowledge products, and project outputs.

Organize capacity-building activities, training, consultations, and committee meetings.
🔹 Stakeholder Coordination & Partnerships

Develop and maintain strategic partnerships with government, civil society, academia, and the private sector.

Implement a stakeholder mapping and engagement strategy.

Collaborate with parliamentarians, line ministries, and other partners.

Liaise with other UNDP projects to avoid duplication and build synergy.

Support donor engagement and resource mobilization initiatives.
🔹 Technical & Advisory Support

Provide evidence-based advocacy for policy reform related to climate finance and public financial management.

Guide the development of climate finance strategies and updated budgetary tools.

Coordinate capacity-building with government entities, especially in the Finance Division and Local Government Division.
🔹 Knowledge Management

Lead the development of knowledge products, communication materials, and documentation of good practices.

Maintain project information across platforms including UNDP websites and partner portals.

Support wider UNDP country office efforts in knowledge sharing and resource mobilization.
🎓 Qualifications
📘 Education

Master’s degree in Economics, Public Policy, Climate Change, Social Science, or a related field is required.

A Bachelor’s degree in the above areas with 2 additional years of experience may be considered in lieu of a Master’s.
🏢 Experience

Minimum 2 years (with Master’s) or 4 years (with Bachelor’s) of experience in:

Public Financial Management (PFM) and climate finance

Project planning, budgeting, and evaluation

Results-based monitoring and financial reporting

Strong familiarity with:

Bangladesh’s national climate policies

Climate Fiscal Framework (CFF)

SDG integration in public systems

Desirable experience includes:
