Background:
UNDP Pakistan’s DHL project is a multifaceted initiative aimed at strengthening governance at the federal, provincial, and local levels in Pakistan. Our primary goal is to promote inclusive service delivery across all four provinces by providing capacity development support to relevant government ministries and departments. Through targeted interventions, we aim to create an enabling environment for effective local governance and rights-based development. Our project encompasses three main components: human rights, social inclusion and gender equality, and community stabilization. We are committed to advancing gender equality and empowering women and marginalized groups throughout our project activities.

Job Description:
As a Communications and Reporting Officer, you will play a crucial role in supporting the reporting and communication needs of the DHL project. Based in Islamabad, you will work closely with our project team under the overall supervision of the Chief Technical Advisor. Your responsibilities will include coordinating project planning and implementation, establishing partnerships, monitoring progress, and facilitating knowledge sharing and capacity building.

Key Functions:

  1. Coordinate effective project planning and implementation:
  • Support the development of comprehensive project plans, ensuring alignment with UNDP’s Gender Equality Strategy.
  • Lead planning efforts to optimize resource utilization and achieve project objectives, with a focus on gender equality and women’s empowerment.
  • Facilitate the establishment of inclusive platforms for project implementation, promoting the meaningful participation of women and marginalized groups.
  1. Establish partnerships and open channels of communication:
  • Forge strategic partnerships with government agencies, civil society organizations, and other stakeholders to support project objectives.
  • Conduct stakeholder mapping and analysis to identify collaboration opportunities and strengthen engagement with key partners.
  • Provide technical support to implementing partners, fostering effective communication and collaboration.
  1. Monitor progress and report on project activities:
  • Review and update project frameworks and indicators, ensuring alignment with project goals and objectives.
  • Monitor implementation progress and assess the achievement of targets, particularly related to gender equality and environmental justice.
  • Prepare comprehensive reports for internal and external stakeholders, highlighting project contributions and achievements.
  1. Facilitate knowledge sharing and capacity building:
  • Organize training sessions, workshops, and capacity building activities on gender equality, environmental justice, and other relevant topics.
  • Document best practices and lessons learned from project activities, synthesizing knowledge for wider dissemination.
  • Participate in knowledge networks and communities of practice, advocating for development trends and collaboration opportunities.

Competencies:
As a Communications and Reporting Officer, you will be expected to demonstrate core competencies such as achieving results, thinking innovatively, learning continuously, adapting with agility, engaging and partnering, and enabling diversity and inclusion. Additionally, you should possess cross-functional and technical competencies including system thinking, knowledge facilitation, project management, partnerships management, and effective communication.

Education and Experience:
To qualify for this position, you should have an advanced university degree (master’s degree or equivalent) in a relevant field such as Business Administration, Public Administration, Communications, or Social Sciences. Alternatively, a bachelor’s degree combined with additional qualifying experience will be considered. You should have a minimum of two years of relevant experience at the national or international level, with a background in communications, reporting, and project management. Previous experience with the UN or UNDP system is desirable, along with knowledge of human rights, access to justice, and community stabilization.

Language Requirements:
Fluency in English and Urdu is required for this position, as you will be working in a bilingual environment.
