The United Nations Industrial Development Organization (UNIDO) is recruiting for a home-based consultancy role under the Climate and Technology Partnerships Division for 2025. The organization is seeking a qualified Project Development Expert (P3 level) to contribute to its flagship initiative, “Net Zero Global Pipeline Development for Investment-Ready Proposals.” This is a unique opportunity for experts in climate technology and renewable energy to join an international project targeting sustainable industrial transformation through low-carbon hydrogen solutions.

UNIDO is one of the United Nations’ specialized agencies, dedicated to promoting inclusive and sustainable industrial development (ISID) globally. The agency supports industrial policies and technology solutions that align with the Sustainable Development Goals (particularly SDG 9), which focuses on building resilient infrastructure, promoting inclusive industrialization, and fostering innovation.

The selected consultant will work remotely to support the identification, preparation, and refinement of hydrogen-related projects across developing and transition economies. This role will play a critical part in tackling climate change, especially within energy-intensive sectors such as cement production, metallurgy, and other industrial domains that contribute significantly to global emissions.

This consultancy aligns with UNIDO’s strategic priority of decarbonizing industries by enabling investment-ready proposals in countries like Brazil, Mexico, South Africa, and an additional partner country to be identified. The consultant will be a key contributor to a multi-country effort promoting low-carbon hydrogen as a scalable energy solution for the global South.


Tasks

The consultant will operate under the technical supervision of the IET/CTP Division and will be responsible for the following:

  • Project Proposal Development: Identify and shape bankable hydrogen-related project proposals in line with country priorities and UNIDO’s strategic frameworks.

  • Technical and Financial Review: Evaluate pre-feasibility studies and conduct in-depth assessments of the technical, financial, and environmental viability of projects.

  • Stakeholder Engagement: Engage with government agencies, private sector entities, and financing institutions to build strong partnerships and secure investment.

  • Capacity Building Support: Facilitate knowledge exchange by organizing and supporting capacity-building workshops, webinars, and technical meetings.

  • Project Execution Monitoring: Assist in project implementation by supporting coordination, documentation, adaptive planning, and performance tracking.

  • Report Writing and Strategic Input: Provide detailed reporting on findings, challenges, opportunities, and strategic recommendations to improve project outcomes.

  • Innovation and Policy Alignment: Align technical proposals with global trends in clean hydrogen, emerging AI-based early warning tools, and national climate policies.


Qualifications

Education and Certification

  • A master’s degree or higher in engineering, environmental science, energy systems, or a relevant field is required.

  • Specialized training or coursework in renewable energy, hydrogen technologies, or industrial decarbonization is a strong asset.

Experience

  • A minimum of five (5) years of relevant professional experience in project development, climate innovation, or clean technology, preferably involving hydrogen energy systems.

  • Demonstrated expertise working with international development organizations, particularly in donor-funded environments such as GEF (Global Environment Facility), GCF (Green Climate Fund), or the European Union.

  • Proven experience in managing or advising projects in developing or transition economies.

  • Familiarity with investment pipeline development, policy engagement, and low-emissions technology deployment is highly desirable.

  • Strong verbal and written communication skills, with the ability to produce technical documents and presentations for diverse audiences.


Additional Information

  • Language Proficiency: Fluency in English is mandatory. Knowledge of Spanish and/or Portuguese will be considered a strong advantage given the countries targeted by this initiative.

  • Contract Nature: This is a temporary, home-based consultancy role. The contract length and fee structure will be determined based on the scope of work and candidate qualifications.
