Office of Audit and Investigations (OAI)

The OAI, reporting directly to the Administrator, provides independent internal audit and investigation services to UNDP and its affiliates. We ensure effective risk management and evaluate the adequacy of internal controls. The Investigations Section handles allegations of misconduct, including fraud, corruption, harassment, and violations of UNDP regulations.

Established on January 1, 2015, the Social and Environmental Compliance Unit (SECU) addresses complaints about UNDP’s social and environmental commitments. SECU conducts compliance reviews to investigate alleged policy violations and recommends measures to rectify issues and provide restitution to affected communities.


Job Purpose and Context

As an IPSA Lead Compliance Officer and Advisor, you will operate under the OAI Charter, SECU Investigation Guidelines, and relevant policies. All deliverables will be owned by UNDP and submitted to SECU.


Responsibilities

Under the direction of the SECU Head of Unit, your responsibilities include:

  • Providing strategic leadership and policy advice to SECU in interactions with internal and external stakeholders.
  • Leading SECU investigations by guiding compliance officers and ensuring high-quality reports that apply UNDP’s social and environmental safeguard policies rigorously.
  • Managing SECU projects and initiatives, engaging with stakeholders, and contributing to policy development within SECU/OAI.

Required Skills and Experience

  • Education: Master’s degree in Law, Economics, Environmental, or International Development (or equivalent), with 15 years of relevant experience; or Bachelor’s degree with 17 years of experience.
  • Expertise in international institutions’ social and environmental safeguard policies.
  • Proficiency in accountability mechanisms’ design and application.

Desirable Skills

  • Experience in stakeholder engagement, particularly with local communities and civil society organizations.
  • Familiarity with UNDP’s Programming and Operations Policies, and the UNDP Social and Environmental Standards.

Language Requirements

  • Fluency in oral and written English is essential.
  • Proficiency in French or Spanish is advantageous.
  • Knowledge of another official UN language is beneficial.

Travel: Occasional travel may be required for business purposes, subject to UNDP policies and security clearances.
