The U.S. Agency for International Development (USAID) Middle East Regional Platform is seeking a highly qualified Senior Development Program Specialist in Monitoring, Evaluation, and Learning. This crucial role will support the monitoring and evaluation functions of various development projects across the Middle East region. The position is based in Frankfurt, Germany, with potential travel requirements.

Compensation

Salary Range: €93,152 – €121,098 Euro equivalent to FSN-11, based on AIDAR Appendix J and the Local Compensation Plan of Mission Germany.
Final Compensation: Negotiated within the listed market value.

Period of Performance

The contract will cover a five-year period starting approximately in November 2024, with the possibility of renewal in accordance with ADS 309. Personal services contracts are subject to a five-year limitation as outlined in FAR Part 17.2.

Place of Performance: USAID/Middle East Regional Platform, Frankfurt, Germany
Travel: Potential travel as specified in the Statement of Duties.

Eligibility

Eligible Offerors: This opportunity is open to cooperating country nationals (CCN), including German citizens or non-German citizens lawfully admitted for permanent residence in Germany.

Security Clearance

Required Level: Facility access (CCN/FSN Clearance)

Minimum Qualifications

Education:

  • Bachelor’s Degree in political science, international affairs, public policy, economics, social sciences, technical sciences, development studies, or a related field is required.

Experience:

  • At least 5 years of progressively responsible experience in monitoring, evaluation, and learning functions.
  • A minimum of 2 years in a development-oriented workplace or related field, working for donor agencies, cooperating country organizations, or private-sector institutions. Experience should include project design, performance monitoring, and analysis and interpretation of large datasets.

Language Proficiency:

  • Level IV (fluent) in English speaking, reading, and writing is required.

Key Responsibilities

Monitoring and Evaluation:

  • Lead the implementation of monitoring and evaluation activities for development projects.
  • Design and conduct comprehensive evaluations to measure project impact and performance.
  • Analyze and interpret data to provide actionable insights for project improvements.

Learning and Knowledge Management:

  • Develop and implement learning agendas to enhance the effectiveness of development projects.
  • Facilitate the sharing of knowledge and best practices among stakeholders and partners.
  • Integrate lessons learned into future project planning and execution.

Project Design and Implementation:

  • Support the design of new projects and initiatives.
  • Provide technical guidance for project implementation and management.
  • Monitor project progress and ensure alignment with strategic goals and objectives.

Data Analysis and Reporting:

  • Conduct thorough data analysis to support decision-making processes.
  • Prepare detailed reports and presentations on project outcomes and performance.
  • Effectively communicate findings to stakeholders and partners.
