๐ŸŒ Background & Fellowship Description

The United Nations, in collaboration with the Government of Portugal, is now accepting nominations for the 2025 UNโ€‘Portugal Ocean Fellowship โ€” a prestigious capacityโ€‘building program supporting Sustainable Ocean Governance and the Blue Economy.

Taking place in Portugal from October 20โ€“24, 2025, the fellowship will host up to 30 high-level participants from developing economies for five days of advanced learning and policy dialogue. The goal is to strengthen global capacity to implement SDG 14: Life Below Water, foster marine sustainability, and promote regional and international cooperation in ocean affairs.

Nominations are invited from UN Member States classified as developing economies (per UN-DESA classification). Candidates should be senior professionals working in ocean or marine affairs, including:

  • Heads or deputy heads of national ocean policy agencies

  • Ambassadors or high-level government representatives in marine affairs

  • Senior officers in coastal and marine governance ministries

  • Experts with long-term roles in national ocean strategy or SDG 14 implementation

  • Strong English proficiency (the entire program will be conducted in English)

Fellows will participate in a dynamic 5-day experience covering:

  • Global Marine Governance Frameworks and SDG integration

  • Marine biodiversity and ecosystem preservation strategies

  • Tools for Sustainable Blue Economy development

  • Diplomacy and multilateral cooperation in ocean affairs

All sessions will be led by internationally renowned experts, including senior UN advisors, diplomats, legal scholars, and oceanographers.
