Background & Job Description

The United Nations Development Programme (UNDP) is a global development leader within the UN system, operating in over 170 countries and territories. Its mission? The UNDP Bureau for Management Services (BMS) includes the Office of Human Resources (OHR), a central unit that drives strategy, policy, oversight, and innovation in human resource practices across the organization. Under OHR sits the Talent Development Unit (TDU), responsible for embedding continuous learning, innovation, and capability-building across UNDP’s global workforce.

As part of its People Development Strategy 2024–2025, TDU is committed to strengthening UNDP as a learning organization, advancing a holistic, integrated people development approach. To enable this, the Office of Human Resources is now seeking a Partnerships Analyst in Copenhagen to lead and manage external partnerships, resource mobilization, governance support, and communications—while advancing talent development across UNDP globally

Key Tasks & Responsibilities

The Partnerships Analyst plays a vital role in ensuring the coordination and advancement of the corporate people development agenda, working closely with both internal stakeholders and external development partners. The role combines strategic partnership development, knowledge facilitation, communications, and governance support.

1. Coordinate UNDP’s Integrated Corporate People Development Offer

  • Liaise with key UNDP stakeholders, including bureau focal points, to ensure alignment between programmatic learning offerings and the overall people development strategy.

  • Strengthen the Integrated Talent Management System (ITMS) by promoting strategic business partnering, efficiency, and coherence.

  • Support the governance process of people development through engagement with the People Development Governance Group (PDGG), including briefing materials and meeting reports.

2. Develop and Manage Strategic Partnerships

  • Design and implement a comprehensive partnership engagement strategy, ensuring alignment with the Bureau for External Relations and Advocacy (BERA).

  • Build and maintain collaborations with UN agencies, bilateral donors, philanthropic organizations, regional teams, and country offices.

  • Enhance UNDP’s reputation as a leader in talent development by cultivating impactful relationships across sectors.

3. Lead Resource Mobilization

  • Identify donor funding opportunities in alignment with the priorities of the Office of Human Resources and TDU.

  • Draft compelling, results-based funding proposals and manage donor relations with a focus on transparency and value-for-money.

  • Track funding pipelines and ensure timely reporting on resources and programmatic impact.

4. Drive Knowledge Management and Capacity Building

  • Contribute to the knowledge base and best practices in partnerships and resource mobilization.

  • Analyze trends, opportunities, and innovations in the partnerships ecosystem relevant to learning and development.

  • Organize knowledge-sharing sessions and professional development initiatives to foster a culture of learning within the organization.

5. Enhance Strategic Communication and Visibility

  • Collaborate with communications teams to develop impact stories, outreach content, and social media campaigns that amplify the results of talent development programs.

  • Ensure high visibility of TDU’s work through internal and external communication strategies.

  • Develop case studies, reports, and other materials that showcase the outcomes of partnerships and learning initiatives.


Qualifications: Education & Certification

 Educational Requirements

Candidates must meet one of the following academic qualifications:

  • Master’s degree in Business Administration, Human Resources, International Relations, Public Administration, Development Studies, Communications, Organizational Psychology, Social Sciences, or a related discipline; OR

  • Bachelor’s degree in one of the fields above plus two additional years of relevant experience.

Additional certifications (not mandatory but advantageous):

  • Partnerships management

  • Resource mobilization

  • Project coordination

  • Learning and development

  • Artificial Intelligence in HR

  • Facilitation, coaching, or training design

Qualifications: Experience

 Required Work Experience

Applicants must meet one of the following minimum experience levels:

  • At least 2 years of relevant experience (if holding a master’s degree); OR

  • At least 4 years of relevant experience (if holding a bachelor’s degree)

 Relevant Experience Areas

Experience must include at least two of the following domains:

  • Coordination and planning (project workflows, stakeholder engagement, logistics)

  • Partnership management (external engagement, donor relations, inter-agency collaboration)

  • Resource mobilization (donor research, proposal writing, pipeline management)

  • Strategic communication (storytelling, content creation, internal comms)

 Preferred/Desirable Skills

  • Experience in designing or coordinating learning and development programs, including needs assessments and delivery models.

  • Strong organizational and project management abilities with experience managing multiple stakeholders and deadlines.

  • Experience supporting high-level committees or governance processes (e.g., meeting preparation, background notes).

  • Strong analytical thinking with the ability to synthesize complex data into actionable insights.

  • Excellent proficiency in Microsoft 365 tools (Word, Excel, PowerPoint, Teams, SharePoint, Forms, Power BI).

  • Familiarity with UN system operations, institutional culture, and the global talent development ecosystem.

  • Experience creating service offers or value propositions aligned with organizational strategy.


Additional Information

Language Requirements

  • Fluency in English (both written and spoken) is required.

  • Working knowledge of another UN language (e.g., French, Spanish, Arabic) is considered an asset.
