UNICEF Nigeria is seeking a National Consultant to support the Climate Resilient Infrastructure for Basic Services (CRIBS) Phase II project, focusing on climate risk and vulnerability analysis for primary healthcare facilities (PHCs) and schools. This consultancy involves remote work with travel to various states in Nigeria. Minimum of 8 years of experience in national and sub-national work in climate change, data management, training, dashboard development, and data visualization. Demonstrated analytical and writing skills in English, with evidence of similar work at national and sub-national levels.

Background & Job Description

Nigeria ranks among the top ten most climate-vulnerable countries globally. In response, UNICEF Nigeria has been implementing several climate change initiatives, including the Green Rising project and the WASH sector climate risk and vulnerability analysis. The Climate Resilient Infrastructure for Basic Services (CRIBS) project, developed in collaboration with the Foreign, Commonwealth & Development Office (FCDO), aims to assess and mitigate climate risks in primary healthcare facilities (PHCs) and schools. The first phase of CRIBS successfully rehabilitated 84 facilities across Kano and Jigawa states, integrating climate-resilient solutions. Building on this success, Phase II will scale these interventions to additional states. A key component of this phase is the climate risk and vulnerability analysis, which includes refining assessment tools and ensuring data quality.


Tasks

The National Consultant will be responsible for:

  • Tool Revision & Data Collection: Revise the existing climate risk and vulnerability assessment tool for use on Kobo, ensuring its applicability across different states.

  • Training & Capacity Building: Identify and train a core group of enumerators at the national level, and provide orientation to state-level enumerators on the revised tool.

  • Quality Assurance: Monitor and ensure the quality of data collection by state enumerators, providing daily data cleaning and support as needed.

  • Data Analysis & Reporting: Analyze collected data and visualize findings through dashboards and reports. Prepare comprehensive presentations and final reports summarizing the analysis.

Deliverables:

  • Revised climate risk and vulnerability assessment tool ready for Kobo deployment.

  • Training materials and session plans for enumerator training.

  • Daily data cleaning and quality assurance reports.

  • Approximately 150 facility-level reports, 30 LGA-wise summaries, and 6 state-wise summaries.

  • Comprehensive PowerPoint presentation outlining the process, outcomes, and lessons learned.

Qualifications

Education and Certification

  • Required: Advanced degree in Climate Change, Environment, Development Studies, Economics, Public Health, Community Health, Public Administration, Engineering, or a related field.

  • Preferred: PhD in a climate change-related field.

Experience

  • Required: Minimum of 8 years of experience in national and sub-national work in climate change, data management, training, dashboard development, and data visualization. Demonstrated analytical and writing skills in English, with evidence of similar work at national and sub-national levels.

  • Preferred: Experience in the humanitarian and development sector, particularly in climate resilience projects.
