UN Women Home-Based Consultant Opportunities 2026 | Develop Gender and Climate Change Strategy. UN Women is seeking a National Consultant to Develop the Gender and Climate Change Strategy for the Parliamentary Forum on Climate Change Uganda (PFCC-U). This part-time consultancy offers an opportunity for experienced gender, climate change, governance, and policy experts to contribute to Uganda’s efforts to strengthen gender-responsive climate governance and climate resilience.
The consultancy is primarily home-based, with occasional meetings and consultations in Kampala, Uganda.

Key Responsibilities
The consultant will provide technical support across four major workstreams:
1. Development of the PFCC-U Gender Strategy
Responsibilities include:
- Reviewing climate change, gender equality, and governance policies
- Conducting stakeholder consultations
- Developing a comprehensive Gender Strategy
- Creating a costed implementation plan
- Designing monitoring and evaluation frameworks
- Developing a popular version of the strategy for public audiences
2. Capacity Building for Members of Parliament
The consultant will:
- Conduct a needs assessment
- Develop training materials
- Deliver induction sessions
- Facilitate a four-day capacity-building programme
- Prepare training reports and recommendations
3. Climate Finance and Policy Brief Development
The assignment includes:
- Producing advocacy briefs
- Developing climate finance guidance for women-led organizations
- Supporting parliamentary advocacy on green and blue economies
- Facilitating virtual learning sessions for women’s organizations
4. Gender Appraisal of Government Policies
The consultant will:
- Conduct gender analysis of selected government programmes
- Assess gender responsiveness
- Produce recommendations for strengthening gender integration and transformative approaches
Required Qualifications
Education
Applicants should possess:
- Master’s degree in Gender Studies, Public Policy, Political Science, Development Studies, Climate Change, Social Sciences, International Relations, or a related field
OR
- A bachelor’s degree plus two additional years of qualifying experience.
Experience
Candidates must have:
- At least five years of professional experience in gender equality, climate change, governance, public policy, or related fields
- Experience developing gender strategies and institutional frameworks
- Experience using qualitative and quantitative data for strategy development
Preferred Experience
UN Women also values experience in:
