About the Role
The consultant will support:
Mid-Term Reviews (MTRs)
for four blended finance programmes under the:
Global Fund for Coral Reefs (GFCR)
The programmes are located in:
- Philippines
- Indonesia
- Bahamas
- The Mesoamerican Reef region
The role focuses on evaluating climate resilience and marine ecosystem conservation initiatives.
Key Responsibilities
The selected consultant will:
Conduct Programme Reviews
- Prepare inception reports
- Design evaluation methodologies
- Conduct online surveys and interviews
- Carry out desk reviews
Lead Evaluation Missions
- Conduct field visits
- Interview stakeholders
- Assess programme performance
- Prepare mission reports
Prepare Mid-Term Reviews
- Draft and finalize MTR reports
- Analyze project impact and effectiveness
- Document lessons learned
- Provide strategic recommendations
Present Findings
- Present results to:
- UNEP teams
- GFCR Global Team
- GFCR Executive Board

Required Qualifications
Applicants must have:
Education

A first-level degree with extensive experience may also be considered.
Experience Requirements
Candidates should demonstrate:
- At least 10 years of experience in environmental or biodiversity programmes
- Monitoring & evaluation expertise
- Blended finance experience
- Experience managing international projects
- Experience working with multidisciplinary teams
Desirable:
- Coral reef or marine ecosystem experience
- Experience with international organizations
Language Requirements
Required
- Fluency in English
Knowledge of additional UN languages may be advantageous.
