About the Role
The Humanitarian Needs Assessment Specialist will strengthen the quality, consistency, and effectiveness of humanitarian needs assessments across Plan International’s global emergency response portfolio.
The role involves supporting Country Offices to design and implement rapid and multi-sectoral assessments that help identify urgent humanitarian needs and improve programme effectiveness.
The specialist will frequently deploy to humanitarian crises and disaster-affected regions worldwide.
Key Responsibilities
Humanitarian Assessment Leadership
Responsibilities include:
- Developing needs assessment tools and methodologies
- Supporting rapid and multi-sectoral assessments
- Producing high-quality assessment reports
- Improving assessment quality across humanitarian programmes
- Ensuring evidence-based decision-making
Gender, Protection and Inclusion
The successful candidate will:
- Integrate gender analysis into assessments
- Promote disability inclusion
- Ensure child protection considerations are included
- Align assessments with Sphere Standards and Core Humanitarian Standards
Capacity Building
The role also includes:
- Designing and delivering training programmes
- Building assessment capacity within Country Offices
- Supporting humanitarian teams worldwide
Digital Data Collection
The specialist will:
- Promote digital data collection systems
- Collaborate with Monitoring, Evaluation, Research and Learning (MERL) teams
- Improve data analysis and reporting processes
Humanitarian Coordination
Additional responsibilities include:
- Representing Plan International in inter-agency forums
- Participating in humanitarian coordination mechanisms
- Supporting donor engagement and fundraising efforts
- Producing global humanitarian assessment reports and trend analyses
Required Qualifications
Plan International is seeking candidates with:
Humanitarian Assessment Experience
- Extensive experience conducting humanitarian needs assessments
- Experience in rapid-onset emergency contexts
- Expertise in assessment design and implementation
Technical Expertise
Strong knowledge of:
- Gender Analysis
- Child Protection
- Disability Inclusion
- Humanitarian Standards
- Data Collection and Analysis
Humanitarian Frameworks
Familiarity with:
- Sphere Standards
- Core Humanitarian Standard (CHS)
- Child Protection Minimum Standards (CPMS)

- Strong analytical skills

Preferred Qualifications

- French language proficiency

Fluency in English is required.
Travel Requirements
This is a highly mobile global position.
Expected travel commitments include:
